When the admiral was captured by the Borg, near the unicomplex, she was assimilated by the Borg Queen herself. Soon after the Queen began to lose control over drones. The pathogen even made her lose control over her own synthetic parts, as her body literally fell apart.
In accordance with the Borg pursuit of perfection, a blending of the organic and synthetic, very little of her original humanoid form remained. Her face and upper torso were organic while the rest of her body, including her skull and spinal cord, were synthetic.
However, the Queen captures the admiral and begins to assimilate her into the Borg collective. Admiral Janeway then turns the tables by unleashing a pathogen she was carrying in her bloodstream into the collective, devastating it and killing the Queen.
In the series finale, "Endgame", a future Admiral Janeway tries to bring Voyager back to Earth using a Borg transwarp hub. During this episode, she infects the Borg with a neurolytic pathogen which infects the collective and kills the Queen.

Biologically speaking Seven of Nine is the human Annika Hansen who's mother was Erin Hansen. As far as psychologically speaking goes, the Borg Queen sees herself as the mother of EVERY Borg drone and as she is the will of the Collective, all the drones believe so as well.
Summary. Admiral Janeway cameo considered for Picard Season 3, but showrunner Terry Matalas feared it would overshadow Seven of Nine's story. Seven of Nine's journey in Picard Season 3 was one of the best story arcs, starting as First Officer and ending as Captain of the Enterprise-G.

Officially, the existence of a Borg homeworld is a hypothetical one as it has yet to be revealed in a canon Star Trek source. However, an identity for the Borg homeworld is given by the non-canon novel Lost Souls, which names it Arehaz.
Seven arrives at the Artifact, a disabled Borg cube captured by the Romulans, after being summoned by Picard's companion Elnor. To save the former Borg onboard from execution at the hands of the Romulans, she temporarily connects herself to the cube inside the queencell, taking on the role of a Borg Queen.

The borg collective as a whole didn't join the federation it was just a small splinter group of the borg that joined the federation the main borg collective is still an enemy of the federation and would mostly likely never join the federation instead would keep on trying to assimilate the federation.
