Katniss can't see the Capitol people as human because they've altered their physical appearance in various and abundant ways. The Capitol people, on the other hand, don't recognize her beauty because she looks so natural.

Does Katniss hate the Capitol?
Before she participated in the Hunger Games, Katniss hated the Capitol because of its humiliating, sadistic, and cruel manipulation. Gale and Katniss would frequently mock the Capitol and the Games. But now her hatred of the Capitol is personal.
The Capitol is furious with Katniss for her stunt with the berries, which was essentially an outright rebellion against the Capitol's declaration that there would be one winner of the Hunger Games.
In The Hunger Games: Mockingjay - Part 2 Katniss went to the Capitol to shoot propaganda footage for the purpose of rallying the rebel districts. However she wasn't on the frontlines since victory was merely a matter of time and her role as the Mockingjay was pretty much fulfilled.
Why does Katniss vote yes for Capitol Hunger Games?
The symbolic Hunger Games was only the first of many bad decisions to come down the line, and Katniss only voted yes to make sure Coin didn't become suspicious of her. That Hunger Games did not occur. Technically, Gale is partially responsible for Prim's death.

How does Katniss feel about the country of Panem and why?
Katniss feels used and exploited and oppressed by her country. She wears an indifferent mask and speaks carefully because the people in charge of Panem will and have punished people for dissent or any sign of dislike for them.
Peeta, however, knows that the Games can change people, and he wants to at least die as himself. He wants to, in some way, rebel against the Capitol and show them that they don't own him, making the reader wonder how he might choose to do this in the Games.
He is "broad-shouldered and strong." Part of Peeta's left leg was amputated following the 74th Hunger Games, forcing him to walk with the aid of a prosthetic leg for the rest of his life. In the 2012 film adaptation, his leg is never amputated.
He drank the poison in order to allay suspicions, then took the antidote, but resulted in bloody sores in his mouth. He also smells strongly of genetically enhanced roses, as he always wears a white rose in his lapel to cover the scent of blood. The strong smell invariably makes Katniss gag.
In the final climatic events of The Hunger Games, when the Gamemakers abruptly take back their promise to allow two tributes from the same district to be co-winners if both survive, Katniss openly defies them by threatening a double suicide rather than kill Peeta.
Katniss's next most significant relationship at the start of the series is her friendship with Gale Hawthorne. Gale is her best friend, and he loves Katniss very much. He wants her to run away with him but Katniss is too loyal to her mother and sister to ever leave.
Due to the horror of his Games, his grief over his family's and girlfriend's deaths, and the overwhelming guilt he felt from being obligated to participate in the Games he hated while each and every one of his mentored tributes died in them, Haymitch turned to alcoholism to cope with his issues and feelings.
As Katniss learns, even his method of winning the Hunger Games twenty-five years earlier involved him defying the Capitol by using the force field around the arena, which was never meant to be a weapon, to kill his final opponent.
Charlotte Sparke Honestly there is no cannon for either Marvel or Rue and personally I believe they just wanted the moment to be a sacred and special moment in the movie. It shows the death of Katniss's ally and only friend in the arena. Adding a cannon would have ruined the muse of the scene.
