A symbiote is only as strong as the bond that it shares with its host. With that in mind, Venom is the clear winner, having formed a number of strong bonds since making its debut back in issue 252 of The Amazing Spider-Man.
A symbiote enhances the physical strength and resistance of a host, giving them superpowers. Unfortunately, most symbiotes also increase the hunger and the rage of a host, transforming it into a killing machine.

Taking control of him, the symbiote fed off his life force until it encountered the Hulk mid-battle with Doctor Strange and the Avengers. Sensing his power, the symbiote abandoned Peter for the Hulk -- gaining control of the Hulk while leaving a withered and aged Spider-Man on the verge of death.
Marvel and DC actually pitted these two super-powered beings against each other in All Access #1...and shockingly, Venom is actually stronger than Superman.
Who would win in a fight between carnage and riot? Carnage does have more abilities, but was like a rampaging kid and Venom ate it to kill it. Riot was cunning, and was even able to rip Venom from Brock and would have eaten him if Brock didn't rebond with it.

The 1994 series Venom: Separation Anxiety revealed that Scream was trying to murder her compatriots and frame Eddie Brock for their deaths. The simple fact that she was able to overpower and kill Agony shows that Scream was more in tune with her symbiote than the rest. Even so, she was no match for Venom in the end.
The Toxin symbiote has a long and troubled history in the Marvel universe as both a villain and an anti-hero. Toxin's place in Venom and Carnage's genetic line and its difficulty with hosts have all helped define the symbiote and its ever-expanding place in the Marvel Universe.
