Arthur Fleck is a failed comedian and party clown struggling with mental illness and a laughing disorder. It's later revealed that he actually is sociopathic and gradually begins to become evil as result of his abusive treatment from the people of Gotham City, leading him to become the vengeful anarchist Joker.
Joker's Turn to Anti-Hero Has Been a Long Time Coming
Way back in 1975 Joker even acted as Batman to defend Gotham from Two-Face, while it may have been for selfish reasons, the end result was he stopped a crime while Batman wasn't available to do so.

In this story, a crime lord dies and in his will, he gives $250 million to Joker. With all the money he could ever want, he stops being a villain, buys a mansion, and starts playing golf. He also helps the people in Gotham City by throwing money into the street as he drives past them.

At the very least, it's time to stop acting like supervillainy is a natural, inevitable outcome of being mentally ill, or that mental illness is the driving force behind the villains in Batman's — or anyone else's — rogues gallery.
