District 7 is one of the 16 Districts of Panem ruled over by the Capitol. The District provides lumber, paper, furniture, and items of that sort. They aren't a very wealthy District and are often overlooked by the Capitol. It is said that the citizens of this District are "hardworking and down to earth."
District 12: District 12 was the smallest and poorest district in Panem. The district was located in Appalachia and their main industry was coal mining.
According to the Capitol.PN, District 7 claims 63,125 in tesserae, making it the sixth richest district. If the population is 26,354 and they claim 63,125 tesserae, it would equal to 2.395 tesserae per person, making it the 8th richest district.
The District has been described as "an urban place stinking of industrial fumes with no greenery, the people housed in run down tenements, barely a blade of grass in sight." District 8 is one of the poorest Districts of Panem, and also the most rebellious.
Their extensive knowledge of axes, wood-working, and their time spent in the forests boosts their chances in the Hunger Games. Many of the citizens of 7 are strong, as well as persistent and hardworking, making the tributes of District 7 one of the stronger districts aside from the Careers.

How many victors did District 7 have?
Districts 7, 8 and 9 had two victors each, while no named victors hailed from District 10. District 11 had two known victors, Seeder and Chaff, who also died in the 75th Games. District 12, the smallest and the poorest of all the districts, had four victors.
Members of District 1 were known to produce luxury items such as jewelry. Due to their skill in craftsmanship, the goods that came out of District 1 were used to decorate the Capitol. Those who lived in District 1 were some of the wealthiest citizens of Panem.
It is unknown whether the district was affluent or poor, although given its district industry and its status as the then center of Panem's military-industrial complex, the former is highly likely.
District 3 was the 2nd - 4th district to pry from Capitol rules and eventually, they became the third district to do so. According to the Capitol.PN, District 3 claims 62,991 in tesserae, making it the fifth richest district.
It is considered to be one of the poorer districts of Panem. Laws and rules also seem to be enforced much more strictly in District 11 than in other districts."
District Zero was a part of Panem in its early days, but quickly grew too powerful and was disowned by the Capitol. The District struggled to survive at first, but soon managed to support itself and thrived.
At the end of Catching Fire, Gale sees Katniss on her way to District 13 and informs her that there is no District 12. The district was destroyed with incendiary bombs by the Capitol, with only the Victors' Village spared.
District 12 has the most Hunger Games victors, with five winners, including Katniss, Peeta, Haymitch, and Lucy Gray. Finnick Odair is the youngest winner in history, winning at just 14 years old.

Even though District 6 is both Panem's largest district and one of its most important, it's not nearly as wealthy as other districts or as it should be.
It is also implied in Catching Fire that its citizens lived in abject poverty, as they were one of the first districts to start an uprising during the Dark Days. Most of its inhabitants work in factories and are very adept at engineering.
According to the Capitol.PN, District 4 claims 26,357 in tesserae, making it the fourth richest district. If the population is 111,453 and they claim 26,357 tesserae, it would equal to 0.236 tesserae per person, making it the 5th richest District.
The 72nd Hunger Games was known for being one of the best known Hunger Games in the history of Panem. It was also the first Games where Seneca Crane was Head Gamemaker. Art Solace was crowned as the victor of the 72nd Hunger Games. Art scored a 8 in his Training session.
Annie Cresta (70th Hunger Games): District 4 female who won due to her swimming skills. She was in her early 20s when the 75th Hunger Games took place but was spared. She later married Finnick and had his child after he is killed.
