Marvel has seemingly confirmed that Doctor Doom is smarter than Iron Man. In Avengers: War Across Time #2, the team visits the Fantastic Four's headquarters in the Baxter Building, seeking a way to travel through time–and there they find Doctor Doom's infamous time platform.
Kang the Conquerer is a character with some of the most complicated history in Marvel but two things are consistent when it comes to this time-traveling Master of Men. He is the son of Doom's oldest rival Reed Richards and he is much more brilliant than Doom.

Doom is a polymath, scientist, and inventor who possesses genius-level intellect. Doom has invented several doomsday machines and robots during his career as a supervillain, among them being his Doombots. Doctor Doom can exert technopathic control over certain machines, most notably his Doombots.
Doctor Doom is one of the more powerful and famous villains in Marvel Comics, and the character is strong enough to fend off nearly any attack from all but the most powerful superheroes.
Doctor Doom also shows a bit of respect for Tony Stark, a man he worked with several times during their trips to the past. Doom even pretended to be Iron Man for a time while Stark was missing, showing how it was possible for him to be a force for good.

Yes he can, Or I should say *surprise* he had actually lifted and wielded Thor's hammer i.e Mjolnir. Lifting and wielding Thor's Hammer are two different things. according to enchantment by Odin: "Whosoever holds this hammer, if (s)he be worthy, shall possess the power of Thor."
Weapons. During the beginning of the zombie onslaught Thor was still able wield the legendary hammer Mjolnir as a zombie, however, by the time Ultimate Reed Richards arrived in the zombie universe he was no longer able to wield the hammer because he was no longer worthy.

Self Sustenance: Doom is capable of surviving without the need to; breath, sleep, eat or drink. Matter Manipulation: Doom is capable of manipulating matter, thus he can easily change states of matter.
Likewise, with the resources at the two character's disposal, it would definitely be a very close fight. While Doom may fancy himself a god at times, Batman is notorious for taking down gods, making it easy to see how Batman could still achieve victory over Doom.
Weaknesses. Magnetism: Doom's metallic body is magnetic; a weakness used by the Master of Magnetism, Magneto. Arrogance and Pride: Doom's excessive pride and arrogance (which has been further fueled by his mother), has lead to the loss of those he loves; with both his wife's and son's death and his mother's betrayal.
Darkseid and the power of Apokolips would be able to overwhelm any defenses Doom could set up in Latveria. While Doom has been able to overcome powerful beings in the past, Darkseid and all he can bring to bear would allow him to destroy Marvel's powerful being.
