Solid Star Trek From Beginning to End. The best argument that Deep Space Nine is the best Star Trek series is its consistent quality. And I don't mean to say it maintains the same quality from seasons one to seven. I mean that it is consistently good television.
1. Star Trek: Deep Space Nine (1993–1999) Placing Star Trek: Deep Space Nine in the top spot is perhaps a contentious decision. However, this series did more than measure up to the quality of The Next Generation (a lofty feat in and of itself).

I think that DS9 has some of the best characters and character development. The plot runs all the way from beginning to end with minimal filler episode. Quark and Odo are one of the best character pairings of all time. I love my other Trek series but DS9 is my favorite.
It's not just the main cast that makes Deep Space Nine stand out among Trek series. The show has a deep bench of recurring characters that play a pivotal role in the overall narrative. In other Trek shows, side characters only show up occasionally, usually just once, then they're gone.
As seen in the pilot episode "Emissary", Sisko harbored a deep resentment towards Captain Jean-Luc Picard for years because it was Picard, as Locutus of Borg, who led the Borg attack against the Federation at the Battle of Wolf 359.
Although not as popular as The Next Generation, Deep Space Nine was critically well received. Following the success of Deep Space Nine, Paramount commissioned Berman, Piller and Jeri Taylor to produce Star Trek: Voyager, which began in 1995.
All three shows can stand on their own and don't have overly many references to the other two. However there are a few, so the best viewing order is the order in which they originally aired. Start with TNG, then DS9*, then Voyager. * DS9 actually overlapped the other two shows.

There is only one appearance of Borg in Star Trek: Deep Space Nine, in the series premiere "Emissary". The episode's prologue depicts Benjamin Sisko (Avery Brooks) as First Officer on the USS Saratoga, in the Starfleet armada dispatched to confront the Borg at Wolf 359.
It's unclear whether Gene Roddenberry would have liked "DS9" or not, as he never lived to see its premiere. While he gave his approval to the broad idea of the show, it's uncertain how he would have reacted to its sometimes controversial storylines.
“Deep Space Nine” bucked “Trek” tradition in many ways. In the show's first episode, Sisko is shown hating Enterprise captain Jean-Luc Picard, because Picard led an attack on Federation starships when he was controlled by cybernetic villains, the Borg.
It had the best character development of ANY Trek. There's simply no way to debate that. Most Voyager and all but a few TNG episodes were essentially "stand alone" stories. But DS9 was very arc driven and because of that, we saw SIGNIFICANT character development throughout the series.
Star Trek: Deep Space Nine DIDN'T get cancelled they had a planned 7 Season run they set in stone to be the number of Seasons for all of Star Trek during the Berman & Braga Era of the franchise. This precedent was set and planned since Star Trek: The Next Generation.

The characters, cast, and serialized stories make DS9 stand apart from the franchise as the most powerfully plotted, intensely dramatic and politically charged Star Trek ever.
A Chakotay cameo would, therefore, have distracted from the overall story of Admiral Jean-Luc Picard (Patrick Stewart) confronting the trauma of his past. Chakotay being at the head of a fascist government also doesn't fit with his character, as he was a member of the Maquis, which fought against Cardassian oppression.

Fans felt that Picard failed to deliver on its season arcs and lacked the essence of the original Star Trek shows. Many fans believed that the portrayal of Picard as an action hero was a failure and didn't align with the character they knew and loved from Star Trek: The Next Generation.
