Unlike supernatural killers, such as Michael Myers, Jason Voorhees, or Freddy Krueger, Ghostface is human, but has several skills of a deadly killer. Ghostface is skilled in spying and stealth, allowing him or her to hide in unexpected places.
Though each iteration of Ghostface is human, they often exhibit extreme durability against physical harm, high levels of physical strength, and an almost supernatural stealth ability, able to appear and disappear in seemingly impossible situations.
Ghostface was not a supernatural demon like Freddy Krueger or an unkillable bogeyman like Michael Myers — he was just a guy (or really, two guys) in a costume. Scream was a slasher, but it was also a whodunit.

However, the changing identity of the person beneath the mask means that Ghostface has no definite motivation, ranging from revenge to seeking fame to "peer pressure".
Billy Loomis clearly got his smarts from his mother, as she is one of the smartest Ghostfaces of all time with her well-thought-out plan that not only hid her identity for most of the film but included an accomplice that was easy to write off as the sole killer.
So, part of what makes Ghostface so frightening is they're probably someone you've invited into your home multiple times. Or you thought they were a friend and inadvertently stepped into their lair. And because it's never the same killer(s) twice you never can be too sure where and when you're safe.

Stu Macher is responsible for some of the most brutal Ghostface kills in the Scream franchise and is relatively unique because he doesn't really seem to have a motive.
Roman's place as the strongest Ghostface is commonly acknowledged among the Scream fan base because of his intelligence and the fact that he had no partner in crime. He may not be a very well-liked character nor a beloved Ghostface, but objectively speaking, he's high up in the Ghostface rankings.
