Looking ahead to Kung Fu Panda 3, the next villain will be Kai (J.K. Simmons), a bull who is especially notable because he is the first supernatural big bad of the series.
He is a supernatural bull who was the former brother-in-arms-turned-archenemy of Master Oogway and later, (upon his return to the mortal realm), he becomes a powerful evil Spirit Warrior. Thus, he can steal chi from Kung Fu warriors and turn them into Jade Zombies (or Jombies, as Monkey and Po call them).
In The Art of Kung Fu Panda 3 and the film novelization, Kai is mistakenly described as a yak. Kai was originally designed to have four arms, resembling a conceptual character drawn in the development for the first film called the "Four-Armed Yak Demon God on Fire", who was to serve as part of Tai Lung's gang.
But due to Kai's credit, he did have a few advantages over Death. Boomstick: His large army of jombies meant he could've overpowered Death, and Death didn't quite have enough experience to match Kai's 500 years of fighting in the spirit realm. Who is more stronger, Kai or Tai Lung?
In a battle between Tai Lung and Kai, it is generally believed that Kai would emerge victorious. Here's why: Size and Strength: Kai is depicted as being bigger and stronger than Tai Lung [1]. His physical prowess gives him an advantage in combat, allowing him to overpower his opponents.
Kai. Kai (voiced by J. K. Simmons) is a bull and the main antagonist of Kung Fu Panda 3. He was originally a friend and brother-in-arms to Grand Master Oogway, and was taught how to use chi by the pandas of the Secret Panda Village.
Shifu proudly raised and trained him, driving him to train hard and believing that he was destined to become the Dragon Warrior, unaware he was tempering in the young snow leopard's heart a lust for power as Tai Lung, at the promise of Shifu, gained the mindset that he was indeed the Dragon Warrior.

They hyped up his character by saying he's taken the chi of all the Masters and is now strong as hell but when it comes time to actually fight he gets crushed. Shen completely obliterates this guy in comparison.
In other words,Oogway wouldnt make a big difference since Kai wouldnt be able to use all of Oogway's abilities and powers,and it would just make more difficult for him and take away more of his Chi.
Though Oogway invented kung fu and is often considered the greatest master, the franchise's titular character, Po Ping the Dragon Warrior, proves that he has surpassed even Oogway by the end of Kung Fu Panda 3. Po defeats Kai, who defeated Oogway, proving that he is the best kung fu master to have ever lived.
But he was brought up in an environment that was toxic (he was abused) as well as the coven being the most important thing in his family's life. He would have been conditioned to put magic first. But he still did kill his family so he is not a good person. He also shows a lack of remorse, hence sociopathy.
Kung Fu Panda 3 confirmed that the Wuxi fingerhold sends people to the Spirit Realm. This revelation directly applies to Tai Lung's fate since this is the exact move Po used to defeat him. As a result, Tai Lung is not back from the dead per se in Kung Fu Panda 4. He is rather pulled from the Spirit Realm temporarily.

Kai was destroyed, and all the stolen Chi was chosen by the spirits and mortals to whom it belonged. Oogway told Kai at the beginning of Kung Fu Panda 3 that the more Chi he took, the less he would have. Ultimately, the villain's defeat proved that Oogway was right.
In the Spirit Realm, Master Oogway fights General Kai, a spirit warrior bull who has stolen the chi from all the other deceased kung fu masters. He steals Oogway's chi, but not before Oogway warns Kai that someone is destined to stop him.
Tigress' skills have been relatively uneven since she's been defeated by the likes of Shen and Kai but has always bested Po. That mainly comes down to Po not really wanting to hurt Tigress, but it's also clear she's a cut above the rest based on pure skill.
