In Shrek the Musical, it is revealed that Lord Farquaad was the offspring of Pea and Grumpy. This establishes the reason for his extremely short stature, being a half-dwarf.
It was revealed that he was the son of the dwarf Grumpy and the princess from "The Princess and the Pea", which explains his "little" height. Farquaad explained to his subjects that following his mother's demise, Farquaad was deserted in the woods by his father and he disliked him for it.
It turns out his father was one of Snow White's dwarfs, and his mother was the princess from "The Princess and the Pea", who left her crown behind so she could marry him. Unfortunately, she was so sensitive that she had to sleep on 25 mattresses and "one night she rolled over...and Mama was gone".
During the musical number “The Ballad of Farquaad”, Farquaad revealed he was the son of Grumpy (yes, Snow White's Grumpy) and his mother was the princess from The Princess and the Pea.
MUC Wiki lists his height as 4'6", though none of the more credible wikis seem to have any concrete numbers. An interview with an actor from Shrek the Musical mentions his height as "3 feet".

Is Lord Farquaad Snow White's son?
No mention of relations were established aside from his brief time with the seven dwarfs. In Shrek the Musical, it is revealed that Lord Farquaad was the offspring of Pea and Grumpy. This establishes the reason for his extremely short stature, being a half-dwarf.
Shrek was originally based on a 7 ft height (although as a cartoon, he would sometimes be larger in intimidation scenes. At this height, Fiona would stand about 5′10 as a human and around 6′ 4″ as an Ogress.
Despite initially rejecting Fiona after seeing her in ogress form, Farquaad wanted her to become his ghostly queen in the Underworld. This implies he still possess some feelings for her. In the intro when he was torturing Gingy, the pigs, and Pinocchio, he called her "his" Fiona affectionately.
No one in Dulac could believe that Lord Farquaad was in love with an ogre. But for Farquaad, Shrek was not just an ogre; he was his love. Shrek was also smitten.

Myers then changed his mind, realising that if the villain Lord Farquaad was posh and English, then Shrek the hero should be working-class and Scottish. Some have speculated that Lord Farquaad's distinctive appearance and personality are partly based on former Disney CEO Michael Eisner, with whom his once-coworker Jeffrey Katzenberg, who produced Shrek for DreamWorks, had a bitter falling-out.
After one quick Google search, we can say that adult Fiona has been in the tower for a little over 23 years. Add that on poor Fiona's age when she was first locked up and we find out that she's somewhere around 30.
While we do not know what Lord Farquaad has against fairytale characters, since his backstory in Shrek the Musical can be considered its own canon-- it can be assumed he either has a bad experience with them, or a simple prejudice fueled by "perfection" for an all-human society.
