Dawn Bellwether, formerly known as Assistant Mayor Bellwether and Mayor Bellwether, is the main antagonist of Disney's 55th full-length animated feature film Zootopia.
Assistant Mayor Bellwether is the main antagonist of Disney's 2016 animated feature film Zootopia. A scorned sheep, her ultimate goal is to supplant the position held by Mayor Lionheart and create a new order where prey animals dominate the predators.
After Bellwether becomes the new mayor of Zootopia, she wants Judy to become the public face of the ZPD to provide a trusted presence for the frightened prey citizens.
Being repeatedly neglected her whole life, Bellwether developed a deep hatred towards predators and planned to make Zootopia a place where prey reign supreme and predators are labeled as savages. She used toxic flowers known as "night howlers" to create a chemical drug, which turned predators into wild savages.
Why is mayor Bellwether wanting the predators to turn the prey?
Bellwether is tired of being underestimated and underappreciated by predators who are always in power showing “a grudge against what she saw as an unfair system” (Hassler). She wants to make a world where preys dominate predators.
Bellwether : I framed Lionheart, i can frame you too. It's my word against yours. Bellwether : [Judy pulls out her pen recorder and reveals that she recorded Bellwether's confession] "... and I'll dart every predator in Zootopia to keep it that way!"
On top of having the most hopeful tone for a cure and outlook for V's future, this is the only opportunity to have a truly happy ending if V romances either Judy or Panam. Because Judy's eventual goal is to leave Night City, she'll go with V if they're dating.
She says that predators survived through their aggressive hunting instincts and they seem to be reverting back to their primitive, savage ways. Nick is extremely upset that Judy reveals that she has this belief about predators, since she has just admitted she believes that he too could go savage because he's a fox.
Announced amid a slew of other major releases in February 2024, Disney has confirmed that their long-awaited Zootopia sequel will be arriving on November 26th, 2025.

Right away, the movie hits you with one of its central themes, “you can be anything.” But along with that theme is the message that you need to work hard in order be- come anything you want to be. Judy doesn't quit when she's constantly told that she can't be a bunny cop.
In the end, Judy is reinstated as a member of the Zootopia Police Department. Nick, with a change of heart towards his life, joins as well, becoming the first fox officer.
Later, some time after their first wedding anniversary, Nick got some major news from Judy. "I'm pregnant," she said. Nick's eyes went wide for a second, but then he embraced her in joy.
The pair developed a great friendship over the course of Zootopia and there was a spark between them that could turn into something more. Not to mention that Judy admits she loves Nick at the end of Zootopia, although that could be explained as platonic love and playful banter.
After the mission is complete, the player faces the choice between letting Johnny or V keep the body. To get this ending, choose V. You'll then play through the epilogue, where V has taken Rogue's place as the Queen (or King) of Afterlife, as well as a very high-end merc job and swanky apartment to match.
If you want to romance her, you'll need to reply with 'You can count on me. ' Towards the end of this mission, Judy will ask if you wish to be paid for undertaking this job and you can either work for free or say yes. This choice doesn't affect your romantic chances with Judy, so feel free to take the money.
Simply tell Johnny about another way and V throws the pills off the roof and will commit suicide. Johnny Silverhand shows disapproval but also does nothing to interfere, understanding it is V's choice. It is easily the saddest ending, not giving V or Johnny any hope.
However, the junior novelization mentions that he was released from jail following Bellwether's arrest. The official Zootopia sequel comic, centered around Judy and Nick's adventures as officers shows that Lionheart was, indeed, reinstated as mayor following the events of the film.
Lionheart is a rather controversial figure. He generally presents himself as a charming, noble and inspiring leader. His will to ensure all mammals are treated equally within his city supports this, as his goals are primarily focused on keeping his citizens, and the city itself, safe.
