No, Filch is not a muggle, but he is a squib. Squib – noun. A person who is born to a witch and wizard but do not have magical powers of their own. This is generally the result of mating outside of the witch/wizard bloodline.
JK Rowling has said it also applies to half-bloods, but no-one ever suggests it applies to Harry, so it must only apply to half-bloods like Snape and McGonagall who had a parent who was an actual Muggle (non-magical person) rather than a Muggle-born.
