Orm Marius, better known as the Ocean Master, is one of the main antagonists of the DC Universe, specifically serving as one of the two main antagonists (alongside Black Manta) of the Aquaman franchise, and a supporting antagonist in the Justice League franchise.
While commonly serving as a supervillain nevertheless, the character was once reformed for a time. Ocean Master has been adapted from the comics into various forms of media.
The original Aquaman film had Arthur up against two super-villains, Ocean Master and Black Manta. Both villains are back for the sequel, but their stories each go in different directions.

In 2002's Aquaman #27, Orm used his magic to trade lives with Arthur, literally becoming him and ruining much of the good work he had been doing as king. Upon learning the truth, Arthur subdues and defeats Ocean Master yet again, righting everything that had gone wrong with reality.
Manta's current origin story from Geoff Johns' Aquaman run explains that Black Manta hates Aquaman after the hero killed his father. Once again, this was used in the first DCEU Aquaman movie, and it seems to be propelling the villain's actions in the sequel, Aquaman and the Lost Kingdom, as well.

Black Manta realizes that Aquaman was right, but makes one last effort to kill him in desperation. He is quickly struck down by Aquaman, saying that Black Manta never really had a chance to begin with.
He is a member of the villainous organization The Light, having succeeded Ocean Master. Aqualad eventually seemingly defects from the Young Justice team and joins Black Manta but secretly plots to undo his father and his associates.
During his time held prisoner on the ship, the boy attempted to call Aquaman for help but was not seen. This resulted in the boy developing hatred against the sea, and Aquaman, who he saw as its representative. He finally defended himself against his captors, killing one of them with a knife.
Trivia. In the comics, Aquaman killed Black Manta's father by accident, thinking Black Manta had killed Thomas Curry when in reality, his father had died from a heart attack.
They have fought each other when Wonder Woman has been mind controlled, though. With his greater variety of abilities, he's able to soundly catch and defeat her.
He also retroactively developed a specific weakness akin to Superman's vulnerability to kryptonite or Green Lantern's vulnerability to the color yellow: Aquaman had to come into contact with water at least once per hour or he would die. Prior to this, Aquaman could exist both in and out of water indefinitely.
Vulko taught a young Arthur Curry about his Atlantean heritage and trained him in secret in preparation for his return to Atlantis. As Vizier of Atlantis, he is the voice of reason in Orm's court and works behind his back to stop a genocidal war.
