The Romulan Reclamation Site was a Romulan facility established inside a derelict Borg cube termed the Artifact, and home to the Borg Reclamation Project.
The Borg Cube was damaged and pretty much destroyed within Romulan Space. It was severed from the Collective (through a Submatrix Collapse) along with all of its Drones that had survived. The Romulans boarded it, isolated its remaining Borg Drones and turned it into a Reclamation Facility.
Redubbed as "the Artifact" by the Romulans, the derelict Borg Cube is now the site of the Romulan Reclamation Project, where the thousands of assimilated Borg Drones are "reclaimed" by scientists from various species, including Dr.
Although any further details would be purely speculative, it fits with the established canon and timeline that the ancient Romulans could've started experimenting with artificial life forms, accidentally created the Borg and realized the terror their experiments had given rise to.
The Romulan Reclamation Project is focused on "reclaiming" the XBs, which means taking their technology but not necessarily reviving the organic species that the Borg assimilated.

It's possible that the Romulans encountered the Borg millennia ago. While they were spared from assimilation due to some quirk of their biology, the incident gave them a strong aversion to working on any comparable technology.

Could "Q" or a "Founder" be assimilated by the Borg? Yeah, maybe. There seem to be some species like species 8472 though, that are just incompatible with assimilation, but for the most part they can usually find a way to assimilate many species.
In Star Trek Online, a new Borg Queen of Romulan origins had emerged before 2409 and led the Collective in an invasion of the Alpha and Beta Quadrants, her main targets being the Federation and the Klingon Empire. According to "Shinsei Shinsei", the Borg Queen's name was Danzek.

In fact, Romulans share a common ancestry with Vulcans and are considered an offshoot of the same species. As far as I know, the "Bad Borg" hail from the Delta Quadrant, and though we don't know just how old that collective is, it is ancient. The "Good Borg", Jurati's Borg, were established in the Alpha Quadrant in the 21st century, when the queen from the alternate timeline and Jurati merged.
Reputation aside, there is little in the Ferengi for the Borg to wish to assimilate. Physiologically, they are fragile creatures and do not have traits that the Borg are interested in. Aside from a passing interest in their auditory capabilities, it's doubtful the Borg would assimilate the Ferengi.
The headgear comes off one of the dead goons and Picard sees that they are Romulans. Unfortunately, one of the wounded Romulans spits some weird, green "Alien"-acid-for-blood stuff that hits Dahj and the disruptor rifle she's holding, causing it to overload and explode. Q. The Q are potentially the least likely to get assimilated, for not just one reason but two. Firstly, their near omnipotence and god-like powers would make it almost impossible for a Borg, or even all Borg working together, to capture a Q.

Officially, the existence of a Borg homeworld is a hypothetical one as it has yet to be revealed in a canon Star Trek source. However, an identity for the Borg homeworld is given by the non-canon novel Lost Souls, which names it Arehaz.
Species 8472: Also known as the Undine, they were a highly advanced and biologically unique species from fluidic space. Due to their vastly different biology, the Borg were unable to assimilate or adapt to them.

Summary. Admiral Janeway cameo considered for Picard Season 3, but showrunner Terry Matalas feared it would overshadow Seven of Nine's story. Seven of Nine's journey in Picard Season 3 was one of the best story arcs, starting as First Officer and ending as Captain of the Enterprise-G.
The pathogen completely decimated the Borg Queen and left the entire Collective in ruins, and while Picard and the crew of the USS Enterprise-D dealt the final killing blow, it was Janeway who originally crippled the Collective permanently.
Jurati returns as the Borg Queen. Upon returning from 2024 moments before the explosion, Picard canceled the auto-destruct and allowed the Borg Queen to proceed after realizing that it was the same Queen from an alternate timeline who had merged with Dr. Jurati.
