Panem is thought to be the last living civilization in the Hunger Games series, as the rest of the world is not directly mentioned. Earth is believed to have suffered from climate change, overpopulation, and destructive wars, resulting in the rise of sea levels and the collapse of modern civilization.
In both the novels and movies, the world outside of Panem is rarely mentioned. But the prequel novel The Ballad of Songbird and Snakes features a group of nomads named the Covey that traveled around Panem and the areas outside its borders, where the Capitol held no power.
Fans of the popular The Hunger Games trilogy know that the stories are set in Panem, a futuristic area previously called North America, with a capital located somewhere in what was known as the Rockies.
In an early draft of The Hunger Games film script, the events of the series are said to take place 300 years into the future. Considering that the film was released in 2012, this would mean that the trilogy begins around 2312, and 1 ATT would correspond to the year 2238.

If you think about it, Panem has a very similar structure to North Korea. No-one is allowed to leave or have free will, there is a lot of propaganda, and if you break a rule or do anything bad to the government, you get severely punished.
Some time after this apocalyptic event, survivors from the collapse of civilization in North America eventually founded a new nation in the region of the Rocky Mountain that would come to be known as Panem.
Most of Panem's coastlines have disappeared thanks to possible global warming-related disasters, including rising sea levels. What remains are 13 districts (12 of them functional and participating in the Games) and The Capitol.
There is a popular theory that there is an outside world outside of panem, so it's a way to defend against these nations if they decide to attack. However it could also be a way to show intimidation to the districts. After all, nukes mean you are the strongest nation.
Caesar Flickerman's fate is never specified in the books or the movies. However, we can make some assumptions. 1 - He was killed by the rebel forces after their invasion of the Capitol. Being a symbol of one of the worst atrocities committed against the district's, he'd obviously be a target.
