Celebrimbor's been evil since he tried to take power from Sauron. Talion's just catching up with his new buddy. (There's a thing in LotR where trying to become extremely powerful=evil, especially if you're using evil tools to do so. That's what Saruman's entire plot chain is about.
Celebrimbor died from his torment; his body was shot with arrows and hung upon a pole, and was later paraded as a banner when Sauron attacked the Grey Havens.
Having been corrupted by the One Ring long ago, Celebrimbor now exists as an undead wraith, determined to not only get his revenge on Sauron but also to replace Sauron as a would-be ruler of Middle-earth. This is reflected in how he is the "Bright Lord" to Sauron's "Dark Lord".
His name means "silver fist" or "hand of silver" in Tolkien's invented language of Sindarin. In Tolkien's stories, Celebrimbor was an elven-smith who was manipulated into forging the Rings of Power by the Dark Lord Sauron, in fair disguise and named Annatar ("Lord of Gifts").
However, he is corrupted by the power of the Ring and doomed to never see the Undying Lands. Though he defeats Sauron in battle, Sauron still managed to reclaim the Ring and banish Celebrimbor's spirit to an eternity as a wraith in the Unseen world.

Who is Celebrimbor to Galadriel?
In Telerin High-Elf Celebrimbor Version he is the follower of Galadriel's boyfriend/husband Celeborn. One of the three Teleri who accompanied Celeborn to Exile when he left Aman to follow Galadriel into Middle-earth.
He was then chained and forced to watch Sauron slay his family, before brutally beating him to death with his own mithril hammer. This caused Celebrimbor to become a Wraith, a spirit of vengeance, forsaking the Halls of Mandos and dooming himself to an eternity in Mordor until the One Ring was destroyed.
She said all this to Celebrimbor, who decided to make her the Elessar so she could have everything she had wished. When he gave it to her, he told her it was because of his love for her, even though she had chosen Celeborn to marry.
He is old, but elves don't age in Tolkien's writings. Galadriel certainly doesn't. There are several possible answers: Círdan is one of the oldest elves to ever have lived, thousands of years older than Galadriel, (about 30,000 years old), and this might contribute to the look of old age.
