Why was Anakin the chosen one and not Luke?
Luke's resolve was that he would help redeem his father, or die trying. This is why some people believe that maybe Luke was the Chosen One, but, in actuality, it was Anakin who destroyed Darth Sidious; and he destroyed Darth Vader when he chose to exchange his power for the love he had for his son.
Rather, it is still the case that the one and only Chosen One is Anakin Skywalker, a being who was conceived by the will of the Force itself, and who had no father. But Rey does share the mission of the Chosen One, as indicated by Anakin's words on Exegol.
R2-D2 was present when Padmé gave birth to Leia and Luke, so he knew Luke was Anakin's son – but what he didn't know was that Anakin became Darth Vader. Admittedly, Rey skills couldn't possibly be as developed as Anakin's or Luke's. Nevertheless, considering how fast of a learner she is, and how unique the powers she possesses are, it's not a stretch to say that Rey could be a more powerful Jedi than Anakin and Luke Skywalker.
Rey is Anakin's half sister, and Palpatines relations to Rey through the force. Rey is a genetic experiment/force experiment of immaculate conception orchestrated by palpatine. So Rey is Palpatines daughter or grand daughter, in a metaphorical sense. The same way Anakin is Palpatines son through the force.
Going by potential power Anakin has 20,000 midichlorians that is known of, but his full potential could have been much higher, maybe 30,000–40,000. Palpatine is stated to have 19,000, so I would safely assume that Rey could have anywhere from 12,000–15,000.
