It was confirmed by Moffat that The Doctor was still in love with Rose after all this time. Their love story was human. It told a great story of the Doctor letting go of this righteous position of a God he gives himself and becoming more human.
Truly, madly, deeply. To some, companion Rose Tyler was the greatest love of the Doctor's life. He seemed to have a closer bond with her than almost anyone he'd travelled with before, and as time went on it was increasingly clear that she was deeply in love with him.
The Doctor loved River Song enough that he suppressed the urge to roam for over two decades. This is something he was never able to do before River, and has never done again since. This proves, definitively, that River Song was not, and never will be, just another companion.

It is revealed that when the Doctor whispered to Martha in the previous episode, he said: "Use the countdown." Docherty's betrayal was planned — engineered by Martha so that she would be brought on board the Valiant to rejoin the Doctor.

The theme of the lonely Doctor is not a new one, he travels all of space and time alone, never settling. This theme makes it easier to introduce companions, since the Doctor by nature has a longing for companionship. And at the time he met Rose, probably more than ever, he felt utterly lost and alone in the universe.

The finale of Doctor Who season 4 saw Rose Tyler return to the parallel universe from "Rise of the Cybermen," only this time, she was accompanied by the Meta-Crisis Doctor.
