Dumbledore explains to Harry in book 4 that since both wands contained a tail feather from Fawkes the phoenix, the couldn't face each other as they'd refuse to destroy each other pretty much. It is assumed that Ollivander explained something similar to Voldemort when he offered the suggestion of using a different wand.
Given that it contained overwhelming magic, the Elder Wand simply refused to obey anyone who was inferior in terms of power. As such, it would have presumably accepted Voldemort as its new master if he had thought to defeat or kill Draco Malfoy.

Ultimately, it's a good thing that Dumbledore's plans didn't work out because if Draco hadn't disarmed the headmaster, Harry wouldn't have gained the Elder Wand's power when he later disarmed Draco.
