When the Replicant Registration database leaked to the public, human supremacists began hunting and killing every replicant on Earth. This culminated with the Blackout in May 2022, causing the destruction of the planet's digital technology and economic collapse. Common citizens then gravitated toward analog technology.

Do humans exist in Blade Runner 2049?
The humans in Blade Runner 2049 fail to look beyond themselves to recognize that they are living with a species not fundamentally different to themselves. Replicants like K are capable of feeling sensations, and emotions, and having thoughts similar to humans.
These police units are once again called Blade Runners, but are now composed of self-aware replicants with implanted memories, though they are fully aware that they are replicants and that their memories are artificial.
Deckard's eyes glow briefly in one scene, which was used in the film to subtly suggest his replicant identity. However, Ford denies this was an intentional effect and he may have caught some of the light intended to fall on Sean Young's eyes.

The story continues from the original, but stands completely on it's own, it tells a new story that directly interlink with the original, but without trying to be a copy, it's a natural continuation in the same universe. You don't have to see the original Blade Runner first, though i do recommend it, see the final cut.
