In "The Wonderful Wizard of Oz," Glinda's statement to Dorothy, "You've always had the power," is a metaphorical statement, rather than a literal one. Throughout the story, Dorothy is searching for a way to return home to Kansas, and encounters numerous obstacles and challenges along the way.
Glinda, the Witch of the South tells Dorothy that her silver shoes have magical powers. All she has to do is click her heels together three times and command them to take her wherever she wants to go. So, with Toto in her arms, Dorothy clicks her heels together and wishes the shoes to take her home.
Dorothy : Who, Toto? Toto's my dog! Glinda : [laughs] Well, I'm a little muddled! The Munchkins called me because a new witch has just dropped a house on the Wicked Witch of the East.

When Dorothy asks why Glinda didn't tell her that before, Glinda replies that Dorothy wouldn't have believed her — she had to find out for herself. In The Wizard of Oz, characters like Glinda the Good Witch represent the mother archetype because she looks out for Dorothy, and Toto represent the trickster, because he is always creating problems.

Dorothy Gale is a fictional character created by American author L. Frank Baum as the protagonist in many of his Oz novels. She first appears in Baum's classic 1900 children's novel The Wonderful Wizard of Oz and reappears in most of its sequels.
In the end, Dorothy learns that the secret to getting back to Kansas is to click the heels of the Ruby Slippers together three times and say, "There's no place like home; there's no place like home . . ." (129). The film's interest in home is certainly not accidental.

In the end, Glinda reveals that Dorothy can return home by simply closing her eyes, clicking the heels of the slippers together three times and repeating the phrase, "There's no place like home."
She kisses Dorothy on the forehead, a magical act that serves to protect Dorothy on the journey, because "no one will dare injure a person who has been kissed by the Witch of the North".
