In 1995, Peeves, along with most of the Hogwarts residents, opposed Dolores Umbridge, the High Inquisitor, and pranked her until she skedaddled at the end of the school year.
Peeves is a poltergeist, not a ghost, so he never died and was never a living person. A poltergeist in the Harry Potter universe is just a tangible manifestation of chaos/mischief. In Peeve's case, he's the manifestation of the chaos that results when you have a large group of students in one building.
Peeves was essentially an embodiment of disorder, and took great pleasure in constantly causing it. At times, Peeves could be legitimately dangerous. Hogwarts caretaker Argus Filch waged a constant war with Peeves, and year after year requested the poltergeist be thrown out of the school.

With under three hours for most of the movies, there was no way to incorporate everything from each novel, which grew longer and longer as the series went on. This means a lot ended up omitted from the movies, and that included the poltergeist Peeves and several moments with the Hogwarts ghosts.

Who was originally cast as Peeves?
Actor Rik Mayall was cast as Peeves for the first Harry Potter movie but all his scenes were cut, much to his surprise. Mayall had a comedic approach to the role and would have done a fantastic job.
Because there's really no way to get rid of him. Peeves is not a ghost, he's a poltergeist. This means he is created by things like the mischief of students and since there will always be students like the marauders and the Weasley twins there will never be a way to get rid of him without him returning shortly after.
Apparently, Umbridge's mother was a Muggle and her brother was a Squib – a source of huge embarrassment for the family. Perhaps their abandonment and retreat back into the Muggle world had such a huge impact on Umbridge that it became the catalyst for her Muggleborn-targeted cruelty later on in life.

For example, during the 1992-1993 school year Peeves dropped a heavy object on the floor above Filch's office after being goaded by Nearly Headless Nick.

Because she simply doesn't fit into that house. She doesn't value the things they value. She values bravery, and is a brave person; she also values intelligence and learning, and she is intelligent and loves to learn. This is why she could have been either Gryffindor or Ravenclaw.
The most basic counterargument to the point of eliminating Slytherin is that there is a misconception that all Slytherin are bad people, that everyone sorted to the house is evil. This is frustratingly untrue, with numerous examples of brave, heroic, and genuinely good Slytherins.
