This interaction was so surprising to fans because it's not in the books at all. While, throughout the series, there's some chemistry between the two, nothing ever comes of the tension in Suzanne Collins' novels. Beyond the kiss, nothing happened between the two in the movies either.
Haymitch himself begins drinking to numb the pain and starts sleeping with a knife in his hand. His hatred of the Capitol crystallized here, allowing him to become a central figure within the rebellion he would help plan 25 years later.
Clove figures among the favorites to win the games eventually won by Katniss Everdeen (Jennifer Lawrence) and Peeta Mellark (Josh Hutcherson), though the 15-year-old knife-thrower meets a grisly end at the hands of District 11's Thresh (Dayo Okeniyi) in a sequence that is both longer and more meaningful in the book.

Also, Haymitch sent Katniss notes of advice with her gifts, like when she received burn cream, she received a note saying 'Apply generously and stay alive - H' and when she and Peeta Mellark received soup from Haymitch, the note that came with it said 'You call that a kiss? - H' referring to the kiss Katniss and Peeta ...
Her final request to Haymitch is to protect Peeta and hope that the Capitol will spare him after the Games. This suggests that Katniss loves Peeta, and not just because she feels that she owes him her life.
So when he said 'I'm with the Mockingjay' it meant that he trusted that the Mockingjay (as the face of the rebellion) would do the right thing for the cause they had both fought for.
Haymitch, however, chooses to not help Peeta during the Games, as only one of them could live and he believes Katniss stands the best chance to survive and ultimately win.
