Star Trek's uniform colors have changed over the years to reflect different meanings and visions of the franchise's costume designers. In the original series, blue represented medical and science divisions, gold denoted command positions, and red was worn by engineering, security, and communications divisions.
The black areas are seen on the shoulders and the pants, and the uniforms's sleeves and abdominal area are colored to indicate the individual's division, with red indicating command and helm; gold for engineering, security, and operations; and blue for science and medical (TNG: "Encounter at Farpoint").
So why did the colors change? Once again, the answer is simple and almost mundane. Patrick Stewart apparently didn't look commanding enough in yellow, while Brent Spiner, in his pale Data makeup, didn't look good in red.
Science-research and technical staff wore a Starfleet patch with orange, while medical crew wore light green badge backings and accessories. The colors were changed again with the 2280s uniforms, with green continuing to represent medical personnel, and science and technical staff wearing gray trim.
The blue shirts are worn by the science/medical staff, including McCoy and Spock. As with everything in Star Trek, though, it's a lot more complicated than all of that. In addition to the red shirts belonging to engineers and communications personnel, they are also assigned to the security division.
The ship's name is an homage to the roots of human aviation. The Orville is actually named after one of the Wright brothers. Orville Wright. Seth MacFarlane clarified the homage in a Reddit AMA in 2017.
Now under the heading of The Orville: New Horizons, the franchise is in the hands of Disney, and it seems that the changing of the show's name was something that came directly from Chairman of Disney General Entertainment Content, Dana Walden, and was something that MacFarlane was instantly on board with.
He was a flight control officer - and so he wore red like all the other helmsmen. After Tasha Yar's death he transitioned to Tactical, which meant he had to change his uniform from red to gold.

Why Kirk Wears A Green Uniform In TOS. Captain Kirk's green uniform in Star Trek: The Original Series is part of an overall happy accident. Originally, William Ware Theiss, who designed Star Trek's original Starfleet uniforms, intended Kirk's costume to be lime green.
In the Star Trek: The Original Series a character's shirt color determined their specialty. Command wore gold shirts, science and medicine wore blue, and security and engineering wore red. In a typical episode the ship would travel to some alien planet.
