Cato's moans are never-ending, and Katniss feels only pity for him and wants his suffering to stop. Morning finally comes and Katniss is able to see Cato below. Out of pity, she uses her last arrow to end Cato's life.
When he falls to the mercy of the mutts, he does not suffer for very long, as Katniss shoots an arrow into his head almost seconds after his fall. Cato placed third out of 24 tributes.
Cato releases Peeta and falls off of the Cornucopia. The dogs immediately attack him. When Katniss realizes that the dogs intend to kill Cato slowly, she fires her last arrow at Cato, putting him out of his misery. His death marks the end of the 74th Hunger Games.
Cato grabs Peeta, who received a deep bite and is bleeding profusely. Katniss shoots Cato in the hand, which causes him to fall to the ground where the muttations attack him. The animals gnaw on Cato through the night; Katniss shoots him with an arrow the next day to end his, and their, suffering.
In the film, the wolf mutts held no resemblance to the tributes. They were large, bulky dogs with sparse fur, short muzzles, and powerful jaws, and they ran on all fours. They were responsible for killing Thresh as well as mauling Cato.
Finnick manages to kill multiple mutts and attempts to escape with the rest of the group, but one mutt drags him back down into the water. The remaining mutts end up overwhelming him and devouring him, with his suffering only cut short by Katniss using her Holo's self-destruct to grant Finnick a quick death.
Each of the mutts resembled one of the tributes who had died previously in the Games, had a collar marked with the district number of the tribute it was based on, and had eyes that looked remarkably human. This was achieved by using Capitol technology to recreate the humans, mixed with a form of wolf.
While popular ships like Katniss/Peeta and Katniss/Gale generally come to mind first when discussing romantic pairings in the world of Panem, the combinations of couples that fans have shipped are many. One of those ships, in particular, is Cato and Clove (also known by the portmanteau "Clato").
Snow can't stand to see a young woman betray a young man's affection—his view of what happened 65 years ago. And so he takes out his old, festering wound on Katniss.
But Katniss's high score in training, uncommon for District 12 tributes, earns Cato's attention and ire. Cato's identity as a killer and champion is predicated on his place in the hierarchical system he has been brainwashed to believe in.
Furious, Thresh attacks Clove, killing her by slamming her in the cornucopia until she died. As Thresh leaves, he takes not only his own backpack, but Cato's as well, forcing Cato to chase him instead of Katniss. When they fight, Cato manages to kill Thresh. However, in the film, he was eaten by mutts.
Brutus was the male Career tribute from District 2 for the 75th Hunger Games, and the victor of the 43rd Hunger Games. He went down in history as the tribute to get the most kills in one edition of the Games, killing eleven of his competitors.
In the novel, he grabs the boy in a headlock and jerks his head to the side, killing him instantly. In the film, Cato uses a variety of weapons to dispose of his competitors. His first target is the District 6 male, who he beats up and later cuts open with a serrated sword.
Presumably, he's executed alongside the other former elites, but a definitive answer remains unknown. However, Caesar's page on the franchise's wiki mentions an interview with creator Suzanne Collins, claiming that the character survived the events of Mockingjay.
He is "broad-shouldered and strong." Part of Peeta's left leg was amputated following the 74th Hunger Games, forcing him to walk with the aid of a prosthetic leg for the rest of his life. In the 2012 film adaptation, his leg is never amputated.
Though both were cruel toward the other tributes, they had formed an emotional connection with each other. However, in the film, Cato and Clove seemed to have no relationship with each other beyond that of allies. Cato did not come to Clove's aid during the feast, although she screamed his name twice.
Tigris may have chosen to have her surgeries to prevent Snow from seeing her as desirable, potentially to stop him from exploiting her. Katniss assumed Tigris' transformation was voluntary, but it's more likely that Snow was responsible for her surgeries, leading to her hatred of him in The Hunger Games.
Despite being demented and megalomaniacal, Snow is also honest, and clings to his agreement with Katniss that they do not lie to one another, even if she doesn't. This also leads him to laugh mockingly when he is being executed, entertained by the sheer irony of the situation.
President Snow became evil because he's always been driven by the principle that, if a cause is just enough, then anything done in pursuit of it is justified. Unfortunately for the people of Panem, Snow believed the Capitol's dominance of the other districts was among the most just causes of all.
He is also very impulsive, climbing a tree to chase Katniss, not taking into account his enormous weight. Cato is very vengeful, swearing revenge on Thresh for killing Clove, and becoming obsessed with killing Katniss for outshining them in the private training scores.
Cato kneels beside Clove, spear in hand, begging her to stay with him. In a moment, he will realize it's futile, she can't be saved. We're gonna kill you. Just like we did your pathetic little ally...
She is only told that Tigris used to be a stylist for the Hunger Games, like Cinna, and that Snow fired her himself. Over the years, possibly to deal with the pain caused by her cousin's sadistic rise to power, Tigris tattooed and surgically altered her appearance so much that she looked more feline than human.
There was also wolf mutts that had the DNA of the previous fallen tributes that killed Cato, crowning Peeta and Katniss as the winners of that year. Katniss recognized five wolf mutts: Glimmer, Foxface, D9 Male, Thresh and Rue.
Probably because of his thirst for power and involvement in the Games, we think. In the books, we learn that Tigris became one of the stylists for the tributes of the Games and over the years, she began getting surgical enhancements to make her look more like a tiger, such as flattening her nose and getting tattoos.
