Eventually, she finds herself truly worried about losing Peeta, being without him, and when they kiss, she feels her heart stir for him. They go to sleep, Peeta's arms around Katniss, and for the first time since her father used to hold her like that, she feels safe. They wake hungry.
What happened the first time Katniss kisses Peeta?
When they kiss, Katniss describes it as the first that both are fully aware of. Neither is sick or dazed by injury, and it's the first kiss that makes her want another. Because of the cold, they share the sleeping bag again, and Peeta puts his arms around her.
It's her first kiss. She steps outside and a gift falls from the sky, a pot of broth. She understands the message Haymitch is sending her: kisses and romance will earn them gifts.
Then, as Katniss is wont to do, she doubts Peeta, deciding that this is all a part of his game, that Peeta is a predator trying to lure her in. So Katniss decides to play along by giving him a kiss on the cheek, adding to her many disguises and masks.
Peeta sleeps first. Katniss kisses him on the forehead, for herself, she admits, and not for the audience. She is glad to have him there with her, comforted by the thought that together they can fight Peeta.

Does Peeta ever say he loves Katniss?
In Chapter 9, as Caesar Flickerman interviews Peeta before the Games, Peeta reveals to Caesar and all of Panem that he's in love with Katniss. Peeta's revelation sets in motion the storyline of him and Katniss as ill-fated lovers that carries on throughout the Games.
Katniss ultimately chose Peeta because he understood her trauma and she didn't want to lose him, proving her love for him. The debate between Peeta and Gale continues among fans.
Katniss made the choice to build her future with Peeta. If she didn't love him, she wouldn't have made that choice. Katniss made her whole world about getting the people she cared about to the next day, her choice to survive with Peeta proves her love for him.
When Gale is most in pain is when Katniss kisses him, and this is true again as we see her answer Gale's pain with a kiss. She wants to give Gale what he wants, but she can't yet completely commit to him, as she must think of her family and Peeta and being the Mockingjay for the revolution.

However, it wasn't until Mockingjay -- when Peeta got kidnapped by the Capitol -- Katniss realized how much she cared about him and that she couldn't live without him.
Peeta: "Nobody needs me." Katniss: "I do." Peeta grabs her face and gives her by far the most passionate kiss of the franchise, until Johanna interrupts.
Although his feelings are genuine, he is hurt to discover that Katniss' were not entirely. He and Katniss become friends despite the fact that they are forced to use their fake romance to both placate and subvert the capitol during their Victory Tour and the 75th Hunger Games.
She stumbles into the snow at first, but then she dusts herself off, rises, and begins waving to the photographers, arm in arm with Peeta. The camera zooms out to a neutral angle, giving audiences a sudden, somewhat startling reminder that oh, that's right—Katniss is slightly taller than Peeta.
She, again, fears losing Peeta, this "boy with the bread" as she calls him; she feels a stirring inside her chest when they kiss, a kiss that leaves her curious and wanting more; in Peeta's arms, she feels safe and secure; and then, during his descriptions of her as a child, she wonders if none of his feelings were ...
Clove figures among the favorites to win the games eventually won by Katniss Everdeen (Jennifer Lawrence) and Peeta Mellark (Josh Hutcherson), though the 15-year-old knife-thrower meets a grisly end at the hands of District 11's Thresh (Dayo Okeniyi) in a sequence that is both longer and more meaningful in the book.
Presently, those aspects of her life form her identity. She decides she doesn't ever want to have kids because even though she would be a victor, her children wouldn't be exempt from the reapings.
In Catching Fire, people who have never met or barely know them think that Gale is her cousin. Gale admits to have fallen in love with Katniss in Catching Fire.
When Katniss comes home to District 12, Gale immediately confesses his love for Katniss, and she realizes she might have feelings for him, too — but she can't explore them, because she has to continue her fake relationship with Peeta or else her entire family, including “cousin Gale,” will be killed.
Katniss cannot tell Gale she loves him because it will make everything much more complicated in her life. She is struggling as it is with her feelings for Peeta and Gale, and with all her worries of just keeping her family alive, love for him is the last thing she can think about right now.
Gale was responsible for creating weapons that would trigger a second wave of bombs to target first responders and combat healers. This invention potentially ended up killing Prim, but even if he wasn't directly responsible, Katniss found this tactic so abhorrent that she lost her affection for him.
It's only implied that they get it on via snuggling and other affectionate acts in close quarters — but if you have read the book, they really imply that they took their relationship to the next level.
Character List and Analysis Gale Hawthorne. Gale, Katniss' 18-year-old hunting partner, is well-liked by many girls in the District 12. When he first meets Katniss in the woods, he believes that her name is Catnip, and so this becomes his permanent nickname for her.
In one particularly memorable scene before the Games occur, Peeta confesses to Katniss that his only hope for the Games is to retain his identity and not to be made into a monster by his circumstances.
