The night before the Games begin, she wishes them good luck and is heartbroken because she has grown to like them and leaves the room before she could become more upset. She assists Haymitch in lining up sponsors for Katniss and Peeta and helps them throughout the Games.
Effie teaches Katniss how to act like a lady: how to sit, how to walk, how to smile and gesture and get the audience to like her. When Effie instructs Katniss to act as if she is answering questions among friends, Katniss says they're not her friends, these people who are betting on how long she'll survive.

Effie cares a lot for her own looks and career, however after the Games, it becomes clear that she does, in fact, care for Katniss and Peeta. She can be a lovely person, but she becomes emotional very quick.
Peeta, in the 75th Games, wears a medallion. Effie made the medallion upon Peeta's request. It contained pictures of the three people (other than Peeta) who Katniss' cares about most in the world; Prim, her mother, and Gale.
Katniss made the choice to build her future with Peeta. If she didn't love him, she wouldn't have made that choice. Katniss made her whole world about getting the people she cared about to the next day, her choice to survive with Peeta proves her love for him.

While Effie Trinket is one of the most beloved characters in The Hunger Games, she's also inadvertently a cruel member of the Capitol. As a villain with heroic moments, she genuinely cares about Katniss and wishes the best for her. However, the way Effie smiles throughout the Reaping can't be anything but inhumane.
At the end of the Hunger Games books, Effie was noted to be one of the last surviving escorts from the Hunger Games. Her peers, as well as the Hunger Games stylists and mentors, had been killed either by the Capitol because of suspicion of treason or by President Coin's new regime.

Toward the end of the novel, Katniss realizes that Haymitch has been keeping information from her and using her to help the rebellion, causing her to feel extremely betrayed. On the other hand, his goals are generally good ones.
He jokes with her, whispering that it's okay to kiss him since they're madly in love, but once Katniss begins to clean him in the stream, she can see how weak he is.
