She needs people to prove themselves before she feels close to them, but she is extremely loyal to those she does care about. Katniss is willing over and over to risk her own life and safety to protect and save those she cares about the most including Prim and Peeta.
Katniss is a strong character in many ways, and her strengths include being able to care for herself as well as her compassion to look out for others. But, her biggest strength of all is her strong loyalty to the people she cares about.
For example, Katniss Everdeen has a fatal flaw of valuing others (beginning with her sister) and putting herself last. She does this numerous times, especially with Peeta. This major flaw in her character nearly gets her killed several times. She must overcome it to survive.

Again we see Katniss struggling with her emotions about Peeta.
The way I see it, Katniss is selfish. The Girl on Fire is a sad selfish mess when the reaping comes. She is absolutely unfazed by the thought of her own death, so, when it comes down to her life or that of her sister, she easily chooses her sister.
