Although Stranger Things is rated TV-14, upon binge-watching season two I think I'd personally give season one a PG-13 rating and the second season closer to an R rating, simply because the Duffer brothers turned everything from violence to swearing up a few notches in the show's latest nine episodes.
And there are many other topics in this show that create a great opening for you and your child(ren) to talk about! My reason for giving it an "On for 11+" rating: there are so many references in this show (from film to music, and from TV-series to TV-personalities), that even many adults don't understand it all.

But the thing is, Stranger Things is still rated TV-14 and still has its share of language, blood, and horror-esque moments. No matter how many kids are allowed to watch it, it's never going to be called a kid's show.
Parents need to know that Outer Banks is a teen drama about a local mystery and the young people who are trying to solve it. It's on the edgy side, with strong language, underage drinking and smoking, and generally illegal behavior by minors.
Language is mild to PG-13. But is there a teen party where there is lots of drugs and passionate kissing in the background. There is also a scene where the main character Cher gets robbed at gunpoint. (***NO BLOOD OR VIOLENCE***) So in my opinion it is not for younger kids.

I think it is suitable for 12 year olds. As a fan of Stranger Things, I would say it is nothing that a 12 year old has not seen or can't handle. But also, it depends on the 12 year old's maturity and how much they can handle. If they get scared easily, then it might not be the show for them.
Lots of characters are killed throughout the series, occasionally quite brutally but most of it is moderate. In a hospital, there is a chase scene which is somewhat gory. A man is stabbed with scissors - blood spurts out. One man's nose is broken, but the blood is black.
