The main conflict in Mockingjay is between the rebels and the Capitol. More specifically, it is between Katniss and President Snow. In the midst of the rebels' larger battle against the Capitol forces, Katniss remains focused on Snow as the primary source of their misery.

The entirety of Panem is rebuilt to support each district being able to get what they need to live supported and happy lives. All in all, it's a bittersweet ending, but one that closes the door on these characters.
