NC-17 (No One 17 and Under Admitted) is the highest rating in the Motion Picture Association (MPA) film rating system used for films distributed in the United States. It is assigned to films the MPA believes most parents would consider "patently adult" and not suitable for their children under 18.
Rated PG: Parental guidance suggested – Some material may not be suitable for children. Rated PG-13: Parents strongly cautioned – Some material may be inappropriate for children under 13. Rated R: Restricted – Under 17 requires accompanying parent or adult guardian. Rated NC-17: No children under 17 admitted.
The MPA gave the movie an NC-17 rating "for some sexual content." NC-17 is a higher classification than an R rating and means no one under 17 years old can be admitted to see the movie, whereas for rated-R films, those under 17 can see the movie with a parent or guardian. Blonde is set to stream on Netflix soon.
TV-Ma and R rated are the same. They are both very extreme in their amounts of violence, cussing, or sexual content. The difference being TV-Ma is for TV shows and R rated is for Movies. R rated and TV-MA are both recommended for 18+ unless you have Parental Guidance (I know that for TV shows they don't control that).
NC-17 had a broader scope of adult only content, not just pornography. NC-17 is actually enforceable by the theater owners. TV-MA is just an advisory rating, roughly equivalent to an R. NC-17 is worse by far.

Is Rated R or MA worse?
TV-MA is a more severe rating than R. TV-MA is the equivalent of NC-17 in the US. Note that R and MA are used by two different groups. The MPAA (Motion Picture Association of America) uses a rating system that you can review here where R is the second most severe, coming up behind NC-17.
TV-14 - these shows may be unsuitable for children under 14. TV-MA - these programs are intended to be viewed by mature, adult audiences and may be unsuitable for children under 17.
TV-MA Mature Audience Only This program is specifically designed to be viewed by adults and therefore may be unsuitable for children under 17. This program contains one or more of the following: graphic violence (V), explicit sexual activity (S), or crude indecent language (L).

R: Restricted - Under 17 requires accompanying parent or guardian. Children under 17 are not allowed to attend R-rated movies unless accompanied by a parent or legal guardian 25 years of age or older.
Programming rated TV-MA in the United States by the TV Parental Guidelines signifies content for mature audiences. It corresponds to the MPA's R rating for movies, and the ESRB's M rating for video games. Programs with this rating are generally not suitable for people or individuals under 17 (some sources may say 18).
But if you haven't heard, the Motion Picture Association actually gave Barbie, Ken, and the gang a PG-13 rating! It never once crossed my mind that perhaps Barbie might be inappropriate for my 8-year-old daughter. First of all, the movie is being marketed to girls well under 13.
The first R-rated movie was “The Split,” a 1968 noir starring Jim Brown and Gene Hackman. From The World-Herald archive, an ad for "The Split," the first R-rated movie. The X rating basically just meant “not rated,” and restricted anyone under a certain age, even if they had an adult guardian with them.
Netflix rated Blonde NC-17 as the movie contains bits of sexual content. The BFFC gave Blonde an 18 rating in the UK for sexual violence and domestic abuse. According to the reviews, the movie contains two rape scenes and a graphic showcase of abortion.
According to the MPAA's website: “A motion picture's single use of one of the harsher sexually-derived words initially requires at least a PG-13 rating. More than one such expletive requires an R rating.”
Reserved only for impact in the PG-13 universe, R-rated films have a green light to use the F-word unregulated. You only get one, and you better make it count. From action to comedy and everything in between, these PG-13 movies slipped in the F-bomb and made sure we didn't miss it.
There are exceptions, usually when the word is just repeated in a short time or used as part of an emotional scene, McMahon said. But any movie with more than three F-bombs likely couldn't remain PG-13, she said. And if the word is used to signify sex, the film automatically gets an R rating.
John Wick is rated R by the MPAA for strong and bloody violence throughout, language and brief drug use. Violence: Dozens of individuals are shot, stabbed, strangled, blown up, and struck by cars. There is a scene of torture.
Obviously, it's rated R and is another slasher movie, but the gore level, language and particularly, the sex can vary from film to film. So, this parents guide may seem like a no-brainer to many of you, but there are some nuances to each film and I'm here to let you know what to expect.

TV-Y7-FV (Directed to Older Children - Fantasy Violence) - Programs where fantasy violence may be more intense or more combative than other programs in this category will be designated TV-Y7-FV. Equivalent to soft PG for movies and soft E10+ for video games.
TV Parental Guidelines may have one or more letters added to the basic rating to let parents know when a show may contain violence, sex, adult language, or suggestive dialogue. D – suggestive dialogue (usually means talks about sex) L – coarse or crude language. S – sexual situations. V – violence.
NC-17 originally stood for "No Children Under 17 Admitted" to combat the misconception that the rating indicated a film was pornographic. In 1996, the MPA reworded the NC-17 rating to "No One 17 and Under Admitted", effectively raising the minimum age for admission from 17 to 18.
In general, the F-bomb is rarer with the TV-14 rating than with the PG-13 rating. Apart from the above examples, Starz On Demand's print of the English dub of Black Magic M-66 contains a single F-bomb and was rated TV-14. The Netflix original series Stranger Things has a few uncensored F-bombs but under a TV-14 rating.
The NC-17 rating is the highest rating (even higher than the R-rating) that a film can be given, and it means the movie is for adults only (ages 18 and older) and no one age 17 or younger will be admitted. This rating, prior to 1990, was previously rated X.
