TV-MA is a more severe rating than R. TV-MA is the equivalent of NC-17 in the US. Note that R and MA are used by two different groups. The MPAA (Motion Picture Association of America) uses a rating system that you can review here where R is the second most severe, coming up behind NC-17.
NC-17 had a broader scope of adult only content, not just pornography. NC-17 is actually enforceable by the theater owners. TV-MA is just an advisory rating, roughly equivalent to an R. NC-17 is worse by far.

NC-17 (No One 17 and Under Admitted) is the highest rating in the Motion Picture Association (MPA) film rating system used for films distributed in the United States.
