Star Trek: VoyagerKate Mulgrew, Geneviève Bujold, Erin Gray, Patty Duke and Susan Gibney were all considered or auditioned during development, with Bujold being initially cast. The character was originally named Elizabeth Janeway, after the noted writer of the same name.
The role, of course, went to Genevieve Bujold, who departed soon after production commenced. Voyager's producers again called back Gibney, though Kate Mulgrew ultimately won the role.
The original actress for the role, however, was Geneviève Bujold, French Canadian actress who was famous for her role as Anne Boleyn in Anne of the Thousand Days (1969). She was the producers' first chose for the role, which at this point was to be Captain Nicole Janeway.

By the time of the series finale, "Endgame", The Doctor had managed to remove the implant, allowing Seven to pursue a relationship with Chakotay. The alternative future seen at the start of the episode showed that Seven and Chakotay were eventually married, but she died while Voyager was still travelling home.

In that future, Seven was killed on a mission in 2381 and Chakotay died in 2394. The series finale left the couple's future open-ended; however, this storyline hasn't been mentioned in any follow-up iteration of Star Trek, including Picard and Prodigy.
This was because two of the key people involved with Voyager weren't keen on the idea of a romance between Janeway and Chakotay. Famously, Kate Mulgrew opposed a romantic subplot, which was why Janeway and Chakotay never became a couple.
After Bujold's departure, Joanna Cassidy, Susan Gibney, Elizabeth Dennehy, Tracy Scoggins, and Lindsay Crouse were considered as replacements. Erin Gray and Chelsea Field (wife of future Star Trek captain Scott Bakula) auditioned for the role.

Captain Picard never appeared on Star Trek: Voyager. He was mentioned once by Deana Troi (who did appear, but never met Janeway) in the episode “Pathfinder”. Summary. Geneviève Bujold quit Star Trek: Voyager after only two days of filming due to disagreements with producers about how the character of Janeway should be portrayed. Bujold wanted Janeway to be portrayed as a captain first and a woman second, with no nonsense with her hair and minimal makeup.
Bujold had said that the show's producers had even agreed to the changes she wanted for the character, only to change their minds when it came time film. The frustrations were too much for Bujold, who was officially out of the series very soon after.

A Chakotay cameo would, therefore, have distracted from the overall story of Admiral Jean-Luc Picard (Patrick Stewart) confronting the trauma of his past. Chakotay being at the head of a fascist government also doesn't fit with his character, as he was a member of the Maquis, which fought against Cardassian oppression.
Kate Mulgrew's opposition to Seven of Nine as a character led to Mulgrew treating Jeri Ryan poorly on-set, and a rumored feud arising between the two actors while Star Trek: Voyager was in production.
