Using knowledge from the movie and the books, let's break down how The Hunger Games ends. Coin killed Prim to destroy Katniss because, as Boggs (Mahershala Ali) explains before his death, Katniss is her biggest threat to maintaining her power over Panem because of the influence Katniss has over the people.
Katniss visited an imprisoned President Snow, who revealed that he didn't order the bombing. He deduced that President Coin had sent the bombs in aircraft emblazoned with the Capitol seal to turn the last of his supporters against him.
Snow laughs after Katniss killed Coin because he enjoys the irony of the situation. He avoided the official execution ceremony, even though Panem's citizens still take their revenge on him, while Katniss ends up snatching away the victory and power that Coin thinks she has successfully secured.
In the end, Katniss and Gale grew apart, as many childhood friends and young loves do. She needed something different in her life, and with Gale's link to Primrose's death, Katniss found a reason to cut ties. If Katniss ever wanted to find comfort again, she knew she had to return to Peeta for the long term.

Did Katniss ever forgive Gale?
Although she will never know for sure, Katniss does recognize that she cannot be with Gale. She will never be able to forgive him for his idea — the parachute bombs — that killed Prim.
Katniss's focus on survival and her family's safety prevented her from fully considering romance, but her feelings for Peeta and Gale diverged in the end. Katniss ultimately chose Peeta because he understood her trauma and she didn't want to lose him, proving her love for him.
Katniss becomes increasingly emotionally unstable by the horrors she witnesses—mass slaughter, the destruction of the only home she has ever known with 90% of the citizens of District 12 dead, many friends killed due to their association with her, and Peeta being beaten on live television.
She expected their years of friendship would make it harder to kill. But she knows her one and only true ally is Peeta, so she decides she must kill Finnick now. Katniss climbs down from the tree, determined to kill him now before he has the chance to kill her.
Coin wants to remain in power after the revolution, and if Katniss isn't going to support Coin's leadership, then Coin will use her in whatever way she can to give the rebellion momentum. For now, that might mean turning Katniss into a martyr. For everyone's safety, the crew sets up an around-the-clock guard on Peeta.
President Alma Coin is the main antagonist of Mockingjay, the final novel of The Hunger Games trilogy. She is the president of District 13 and is very corrupt and in some ways worse than President Coriolanus Snow.
In the book, Katniss thinks that Snow wants the children close to the mansion to “form his human shield”—he assumes that the rebels won't bomb his home if it means killing innocent children.
Katniss is acquitted of murder by reason of insanity and sent home to District 12, while her mother leaves for District 4 and Gale for District 2. Other District 12 natives later return, including Peeta, who has recovered his memories and his love for Katniss.

This invention potentially ended up killing Prim, but even if he wasn't directly responsible, Katniss found this tactic so abhorrent that she lost her affection for him.
The films, trying to be as faithful to the source material as possible, naturally had to include Finnick's death as well. In this sense, Finnick is the perfect candidate for upping the stakes of the plot via his death, as his hope for a future with his partner Annie made his demise seem even more untimely.
Finnick rushes to resuscitate him as he knows he needs Peeta alive to keep Katniss going. Another clue that he is in on the rebel plan comes when Katniss is about to kill him with her arrow, and he tells her, "remember who the real enemy is," which is something Haymitch said to her before the games.
As Katniss gets to know Finnick during the Quarter Quell, she sees he is in fact loyal, dutiful, and caring. For example, despite Mags being a burden on his chances of survival, Finnick does everything he can to keep the eighty-year-old alive because, as we learn, she was his mentor and he genuinely cares about her.
Haymitch Abernathy, the mentor for Katniss and Peeta in The Hunger Games, won his own Hunger Games through smart tactics and outsmarting his opponents. Winning the Hunger Games came at a great cost for Haymitch, as President Snow ordered the death of his family and girlfriend as punishment for his rebellion.
Instead, Katniss wants to protect him and bring him home because she has strong feelings for him, even though she isn't sure what those feelings mean. Gale's hug and kind words when she returns home are a direct contrast to her newly established plan to save Peeta because of her feelings for him.
Gale does not marry anyone in The Hunger Games. He and Katniss talk about running away together and starting a new life in the wilderness, but they never officially marry.
It's only implied that they get it on via snuggling and other affectionate acts in close quarters — but if you have read the book, they really imply that they took their relationship to the next level.
At the end of Mockingjay, Gale relocates to District 2 and begins working in the district's government. He helps train replacements for the Capitol's Peacekeepers.
