It's completely possible that Johanna has feelings for Finnick, but respects his love for Annie enough that she never acts on it. During the Quarter Quell, Johanna is very protective of Finnick (ie she blames Katniss for letting Mags die) and Finnick is obviously he only one comfortable with her.
At first, Katniss and Johanna seem to hate each other. But eventually they come to like each other, but they don't show it. Johanna tells Katniss that she has to kill Snow and Katniss volunteers to live with Johanna because District 13 will not allow Johanna to live alone.
Interestingly, the film adaptions hinted to Johanna being in love with Finnick - something which I never considered when reading Catching Fire. I thought I'd play on that when writing this fanfic, but I want to clear up that she was never in love with him.

I think the reason Finnick loved Annie so much was because she wasn't like the rest of them. She never was like drooling over him.. It was a simple pure love.
She was also fitted with a bald cap that included tracking markers. This allowed her head to be digitally altered to appear shaven, even though all her hair was stuffed under the cap. This is likely the reason that she had to shave part of her head, in order to make the cap fit properly.
During the escape from the arena at the end of the 75th Hunger Games, Johanna 'attacked' Katniss for the purpose of removing a tracking device from her arm, then lead Brutus and Enobaria, the District 2 tributes, away from Katniss.
It's revealed by Haymitch that President Snow had Johanna's family killed because she refused to give into his plans to make her into a prostitute (yet another reason to hate President Snow with every fiber of your being), so it's not as if Johanna has a family to return to in District 7.
Katniss's focus on survival and her family's safety prevented her from fully considering romance, but her feelings for Peeta and Gale diverged in the end. Katniss ultimately chose Peeta because he understood her trauma and she didn't want to lose him, proving her love for him.
Peeta's family connection and his ability to see the beauty in life made him the perfect partner for Katniss, ultimately leading to a happy and fulfilling life together.
Often, he would stare at her in school. Sometimes Katniss would make eye contact with him, only for his eyes to quickly flit away. During an interview with Caesar Flickerman preceding the Games, Peeta admits on national television to having a long-standing crush on Katniss.

Katniss briefly mentioned that a previous stroke could have caused Mags's garbled speech. However, post-traumatic stress disorder could have also caused her speech incapacity. Both Annie and Katniss suffered from PTSD, as many other Hunger Games victors did.
Summary. The female Morphling's sacrifice for Peeta in the Hunger Games: Catching Fire was not random, but a result of her dedication to the rebellion. The Morphlings, including the female, were aware of the rebellion and the plan to break out of the arena, unlike Katniss who was kept in the dark.
For example, despite Mags being a burden on his chances of survival, Finnick does everything he can to keep the eighty-year-old alive because, as we learn, she was his mentor and he genuinely cares about her.
Peeta used the dyes to paint a picture of Rue after Katniss covered her with flowers when she died. He says he wants to hold them accountable for killing Rue, and Effie tells him that that kind of thinking is forbidden. Katniss then tells the team she hung a dummy of Seneca Crane.
Seneca Crane was executed after Katniss's and Peeta's suicide stunt at the end of the Games, and the act was intended to remind the Gamemakers of his fate and suggest that they could suffer the same. Katniss's act, in other words, was an attack on the Gamemakers and wasn't about maintaining her personal integrity.
