Aragorn led them out to Lothlórien. There Galadriel gave Frodo an Elven cloak and a phial, which carries the Light of Eärendil to aid him on his quest. The Fellowship travelled by boat down the Anduin River and reach the lawn of Parth Galen, just above the impassable falls of Rauros.
In The Lord of the Rings, Frodo, and the other members of the Fellowship of the Ring, were given cloaks by the Elves, and Samwise asked, "Are these magic cloaks?" The cloak given to Frodo camouflaged him so that the enemy could see "nothing more than a boulder where the Hobbits were."
So, it seems likely that the cloaks were magical, as almost all Elven-crafted items held some magical property. However, no clear spell or enchantment was set upon the garbs, leaving the kind of magic they used a mystery.
Galadriel gave Frodo this gift upon the Fellowship's departure from Lothlórien. It would stay among his possessions unused until reaching the edge of Mordor.

Why was Sam so obsessed with Frodo?
He loved him and cared about him as he would for himself, or even more. So Frodo represented Sam's other self. And on the other hand, Sam functioned as Frodo's mirror, because knowing him so well, he was able to precisely guess his mind.
Frodo is the person who carries the Ring because of reasons which, ultimately, make him a completely ordinary person. Frodo's Hobbit nature allows him to be more incorruptible, discreet and all but invisible to Sauron.

The one ring pulls the wearer into the wraith world, a realm of spirits. As for Sam, his resistance likely has to do with his innate goodness and loyalty. His love for Frodo helped him to overcome the pull of the Ring and his inner pureness was never fully pierced by the Ring.
