Cinna, Katniss' stylist, is a young man, and this is his first Hunger Games. Katniss believes he was assigned to District 12 because of his lack of experience; Cinna, however, informs Katniss that he requested District 12.
Their relationship was all friends. They trusted each other, but that doesn't mean they had romantic feelings for each other. Plus, Cinna's too old for Katniss.
Haymitch is one of Katniss' main mentors throughout the series as he provides her with guidance as a tribute in the games, but Cinna is also an extremely influential mentor figure for her.
Before the interview, after Katniss is dressed in a beautiful gown and is again "the girl on fire," Cinna tells her that she should try to be herself and pretend that she's answering questions asked directly by him, a friend.
Finally, Cinna gives Katniss the mockingjay pin that she's forgotten, reminding her of home. The reappearance of this pin recalls Peeta's desire to let those in the Capitol know they don't own him and stands as an image of hope and a sense of identity for Katniss in the Games.

Who is Cinna and why is he important to Katniss?
Cinna is Katniss's intelligent, empathetic stylist and the creator of the iconic “Girl on Fire” look. Of all the people in the Capitol that Katniss meets, Cinna is the only one who shows awareness of the inequality and injustices that the outlying districts are subjected to.
Cinna puts her in a simple dress that recalls candlelight and makes her look young and innocent. He says Peeta will like it, but Katniss knows Cinna has some other reason that has to do with the Capitol. She is taken to a waiting area under the stage where she meets Haymitch.
After Katniss's surprisingly high training score is announced, Haymitch explains that they must have liked her “heat.” Cinna calls her “the girl who was on fire” again, this time using “fire” to refer to Katniss's spirit and temperament.
He reveals that he actually volunteered to take District 12—usually a stylist's last choice—but he doesn't say why. Cinna surprises Katniss because he looks relatively natural. Most stylists in the Capitol dye their hair, skin, or opt for plastic surgery that makes them unrecognizable.
Katniss made the choice to build her future with Peeta. If she didn't love him, she wouldn't have made that choice. Katniss made her whole world about getting the people she cared about to the next day, her choice to survive with Peeta proves her love for him.
Cinna, Katniss' stylist in The Hunger Games, was expected by Katniss to be like her prep team (whom she is not particularly fond of), but turns out to be a very decent person and quickly becomes someone she trusts.

Katniss expected Cinna to be very decorated, dyed, and surgically altered, but he looked more natural. She expected Cinna to view her as a piece of meat being prepared for a platter, but he did not.
Cinna selects a dress that will make her look innocent, naïve, and youthful. Again, appearance is being used to mask the truth, which is that Katniss outsmarted the Capitol and used their Hunger Games against them.
