He Who Remains, a variant of Kang the Conqueror, built the Time Variance Authority—but not by himself. In fact, the second season of Loki reveals that He Who Remains had quite a bit of help in harnessing the timeline through the TVA, including from Ravonna Renslayer herself.

Which Kang created the TVA?
The Time Variance Authority (TVA) is a bureaucratic organization created by He Who Remains and located outside of time and space that originally served as a temporal law enforcement agency, tasked with preserving the Sacred Timeline by preventing the creation of alternate timelines.
The ouroboros also appears in other ancient traditions. In Norse mythology, the serpent Jörmungandr encircles the world with its tail in its mouth, while in Hinduism, the ouroboros forms part of the foundation upon which the Earth rests.
Mobius appears in Loki, portrayed by Owen Wilson. In the episode "Science/Fiction", Mobius is revealed to be a temporal variant of Don, a jet ski salesman and single father-of-two, who also cameos in the series finale "Glorious Purpose".
However, some viewers are convinced that there's more to O.B. than meets the eye. Some have speculated that he may be a villain in disguise, plotting against Loki and Mobius even as he appears to help them save the TVA. So far, there doesn't seem to be any real evidence to support this theory.
Loki Pruned Himself To Fix His Time-Slipping From S2E1
Loki season 2, episode 4, revealed that the current Loki was the one who pruned episode 1's Loki, fulfilling Ouroboros' plan to cure his time-slipping.
In the present, Ouroboros starts sealing off the Temporal Loom to protect the TVA, despite Mobius' protests to wait for Loki. Mobius successfully pulls Loki from the time stream, and the two tumble back into safety from the Temporal Loom, which becomes sealed off.
When the gods burnt the giantess Angerbotha as a witch, Loki ate her heart and as a result became impregnated. He gave birth to three monstrous children who later threatened the world: the wolf Fenrir, the serpent Jormungand (the Midgard Serpent, or World Serpent), and the goddess Hel.
As punishment, the gods bound Loki onto rocks. Venom from a serpent would drip on his head, causing spasms of pain and agony which produced earth quakes. His wife Sigyn, loyal in spite of Loki's rampant infidelity, stayed by his side, catching the venom in a cup.

The visualization of a snake biting its own tail is deeply rooted in myth. In ancient mythology, a tail-eating snake is called an ouroboros, from the Greek word that literally means tail-eating. As an icon, it represents the concepts of continuity, eternity, rebirth and the cycle of life.
With the female giant Angerboda (Angrboda: “Distress Bringer”), Loki produced the progeny Hel, the goddess of death; Jörmungand, the serpent that surrounds the world; and Fenrir (Fenrisúlfr), the wolf. Loki is also credited with giving birth to Sleipnir, Odin's eight-legged horse.
Perhaps at some point in his past, Thanos crossed paths with the TVA or heard about them in some way. However he found out about them, he would have discovered the sacred timeline and could well have seen the Snap in his future.
But how would the TVA defeat Thanos? Easily. For one, they have time sticks that can erase any living beings. The fight would end rather quickly, as Thanos would be fairly easy to track down.
