Odin. Even at the time of his MCU debut, Thor wasn't the MCU's strongest character. That title, at that time, belonged to Anthony Hopkins' Odin. The patriarch of the Norse pantheon and the King of Asgard, Odin possessed an incalculable degree of power in the MCU, even at his advancing age.

The loss of Mjolnir is what prohibits Thor from being able to defeat Hulk in battle. In fact Hulk uses this and two other flaws Thor has against him, causing only one time where Hulk and Thor duke-it-out and the victory going to Hulk.

During this, Odin will ride to fight Fenrisúlfr. During the battle, Fenrisúlfr will eventually swallow Odin, killing him, and Odin's son Víðarr will move forward and kick one foot into the lower jaw of the wolf. This foot will bear a legendary shoe "for which the material has been collected throughout all time".
This Hulk even ripped Wolverine in half in one comic book storyline. The Planet Hulk and World-Breaker Hulk storylines saw the Jade Giant almost completely obliterating all the Marvel heroes, even the Sentry. The Hulk is one character Deadpool can't beat.
Hulk was convinced and reluctantly killed Deadpool, but it wasn't enough to stop his healing ability. Once Hulk realized Deadpool lied to him, he became angrier and smashed Deadpool's head to bits with one punch.
They are so evenly matched that Thanos points out how he would never be able to match the Hulk's strength without the power boost he gets from the eye of the Kraken. This means that in a straight-up fight without the monster transformation or mechanized robot, the Hulk is stronger than Thanos.
