Knowing that I am fanatical in my love of Star Wars, a friend recently asked me a pretty unsurprising question about A New Hope. The question was this: “What's the name of the other protocol droid following R2-D2 and C-3PO at the beginning of A New Hope?” Answer: U-3PO.
So when that particular batch of protocol droids was being built, they would have given it the designation C-3PO. Therefore, there are two droids named C-3PO in the galaxy.
Who is the other droid at the beginning of A New Hope?
U-3PO first appeared in Star Wars: Episode IV A New Hope (initially known just as "Star Wars") as a background character in the opening scene aboard the Tantive IV. However, the droid was not actually identified by name until the 1995 Star Wars Customizable Card Game by Decipher Inc.

Owen could have easily assumed that these were two different protocol droids if he didn't put much thought into it.
