Selina often has an interesting dynamic with Edward Nygma, AKA the Riddler. Regardless, no fan could have suspected they'd ever sleep together. In Catwoman: Lonely City #3 by writer and artist Cliff Chiang, they do just that.
Joker isn't exactly given to compliments, but his regard for Riddler shines through in his refusal to actually match intellects - he wants Riddler present for his grand declaration to Batman, but he knows he can't have him conscious before the big moment actually arrives.
So is Ridder smarter than Batman? That's up for debate, but in the eyes of the Batman writer, that appears to be the case. It's not an outrageous claim, but the Dark Knight has a genius-level intellect, so it's definitely close if the Riddler is smarter overall.

With that in mind, Nightwing declares that he wants to marry Bargirl, and Barbara actually agrees to his impromptu proposal. With that, Batman marries the two of them right there on the spot with no sort of flowing words or ceremony, and Red Hood serving as the singular witness.
We never hear him referred to by any specific name, but there's no doubt—Riddler's cellmate was The Joker—the smile, laugh, and generally menacing presence gives it away.
With that said, as terrifying as the Riddler is, The Dark Knight's Joker is the better villain in terms of his overall competence and character development despite the fact that the Riddler managed to cause more serious damage to Gotham.
