While Bloodsport did win over Peacemaker in their standoff, it's interesting to note that he won because of Peacemaker's advice. Smaller bullets mean it goes through big bullets, hitting his target even better. Though evenly matched, Bloodsport was more prepared and much less injured in their duel.
As a result, Flag attacks him, which justifies the use of deadly force for Peacemaker. However, he ultimately feels remorse and guilt for his actions, shedding tears over it in Peacemaker episode 2.
