The wicked Cruella de Vil first emerged in Dodie Smith's 1956 novel The Hundred and One Dalmatians. Viewers met her onscreen five years later in Disney's 1961 film 101 Dalmatians.

Who did Cruella give Pongo to?
Cruella's credits scene sees her give the Dalmatian pups - Pongo and Perdita - to Roger and Anita, respectively. It makes some sense that she would give one to Anita: Cruella isn't exactly blessed with a lot of close friends.
Perdita was a dalmatian who lived in London with her owner/pet Anita. One day, while on a walk to Regents Park, she attracted the attention of another dalmatian called Pongo, who was looking for a suitable mate for himself and his owner/pet Roger Radcliffe, a musician.
But what makes her want to turn them into fur coats? In the end-credits scene, Cruella's gifting of Pongo and Perdita seems like heartfelt thank-you to two friends who helped her achieve her goals. It suggests Cruella's feelings about Dalmatians have changed, as she gives two innocent puppies to loving homes.
She is an eccentric, fashion-obsessed heiress who wishes to use the skins of 99 Dalmatian puppies to create a spotted fur coat. Regarded as a "witch" and "devil woman", Cruella's infatuation with furs drives her to murderous insanity. She commits immoral acts to satisfy her mania, such as kidnapping and slaughter.
Baroness Von Hellman is the main antagonist of the 2021 film Cruella, portrayed by Emma Thompson. She is the biological mother of Cruella De Vil and an esteemed fashion designer operating in London. Known for founding the House of Baroness, she is fiercely protective of her position and reputation.

All of the dalmatians are found and sent home via the Suffolk Constabulary. Pongo, Perdita and their puppies are reunited with Roger, Anita and Nanny. After being informed that the remaining 84 puppies have no home to go to, as they have not yet been claimed by any owners, they decide to adopt them.
Pongo meanwhile, tries to assure Perdita, who is now sad over their having puppies. The puppies eventually arrive, with Perdita delivering a litter of 15 puppies.

It is there the movie arbitrarily suggests Cruella de Vil's eventual obsession with Dalmatians is because that breed of dog was used as a literal murder weapon in the death of her mother.
Cruella comes to visit and feels that Anita just sending the sketches of her designs because she is on leave from work isn't the same as the interaction they had together. She mocks Roger for his job and for starting a family which makes his respect for her, turn to hatred.
It is said that Smith got the idea for the story during a dinner party at a friend's house in Primrose Hill when one of the guests observed Dodie's dalmatians would “make a lovely fur coat.”
The story sees Dalmatian Pongo and his 'pet' Roger find love with two of their kind in Perdita and Anita. When Perdita gives birth to 15 puppies the cruel Cruella De Vil wishes to buy them but is turned away. With the help of her bumbling henchmen she kidnaps the puppies in order to make fur coats of them.
