Lucy Gray Baird is the District 12 female tribute and victor of the 10th Hunger Games. She was not born in District 12 but was a member of the Covey, a group of travelling musicians.
Other theories suggest that Lucy Gray escaped Snow and found her way out of District 12. Many possibilities suggest this in The Hunger Games films and books. While it wasn't fully present in The Ballad of Songbirds and Snakes film, the book details how Snow basically wipes the 10th annual Hunger Games from history.

The 100th Hunger were the 5th Quinquennial Quell and were held in an arena known as "The American Nightmare" and lasted for 3 days. The main events were rotating weather. This year's victor was Tritica MacDonald, aged 17, from District 9.
Snow can't stand to see a young woman betray a young man's affection—his view of what happened 65 years ago. And so he takes out his old, festering wound on Katniss.
The first winner of the Hunger Games can be tricky
Esme Yule is a lumberjack from District 7 and became the victor. According to the story being told by Magnus, the games took place in a vast field. It describes Esme choking another competitor and using her axe to slaughter a boy possibly from District 9.

Is Panem the only country left in the Hunger Games?
Panem is the country where The Games takes place, and is the home to all of the events of the Hunger Games universe. So far, it is the only country currently known to exist.
District 10 is one of the 16 Districts of Panem ruled over by the Capitol. Its main industry is livestock, and provides meat to the Capitol and the rest of Panem. The District is one of the poorest in Panem, but ironically is viewed favorably by the Capitol due to its meat production.
With the last killing occuring before an hour had even passed, these games shocked the Capitol audience and are the quickest in the history of the games.
The 12th Hunger Games were won by 18 year old Miles Higgins from District 7. This year's games' arena were an exact replica of the tropical wetlands within the Amazon Rain forest from before the Dark Days.
Six tributes in total survive the 75h Annual Hunger Games: Enobaria, Beetee, Finnick, Peeta, Katniss, and Johanna. Katniss, Finnick, and an injured Beetee are rescued by the rebel forces. On the other hand, Enobaria, Johanna, and Peeta are captured by the Capitol and imprisoned.

Johanna Mason won her Hunger Games through a simple strategy that relied heavily on her own acting ability. From the moment of her Reaping to her arrival in the Capitol, she pretended to be meek and forgettable, one of the many Tributes who end up as chaff for the thresher of the Games.
After Maysilee was killed, Haymitch faced off against the last remaining tribute, a girl from District 1. Although his opponent nearly got the upper hand, Haymitch outsmarted her by leading her to the force field and dodging her ax throw, causing it to bounce back and kill her.
