In the present, he attempts to use Eddie Brock to investigate Cletus Kasady, but is seemingly killed during a battle between the Venom and Carnagesymbiotes and Barrison. However, he absorbs a piece of one of the symbiotes, which later revives him and causes his eyes to glow blue.
But later, after the battle between Carnage and Venom has ended, we see that Mulligan isn't only still alive, but that his eyes are blue and glowing now. What does this mean? In the comics Mulligan became the host for the symbiote known as Toxin, which is an offspring of Carnage's.

Marvel Comics' new version of Venom has become the most powerful symbiote ever. Dylan Brock, the son of the original Venom host, Eddie, has unlocked a new power that allows him to sever a symbiote's connection to the hive mind, which makes him a threat even for the all-powerful Kings in Black.
Originating as an offspring of Venom, Carnage is much more powerful than its parent symbiote because of the symbiotes' biology, and is in many ways a darker version of him.
In the comics none of the five symbiotes were originally given names. However, in the Venom: Planet of the Symbiotes toy line, the yellow symbiote was named Scream and the green symbiote was named Lasher.
In addition, Venom has come out on top as the victor in many battles with Symbiotes like Carnage, Hybrid, and Scream (all of which are arguably more powerful than he is).
Sleeper is another member of the Venom line of symbiotes; the most recent offspring of the Venom symbiote, he is considered siblings with Carnage and the Life Foundation symbiotes (Lasher, Phage, Scream, Agony & Riot).
Venom came to empathize with Eddie's status as a "loser", eventually deciding to turn on its own kind and save the Earth from being invaded. Personality. Carnage is a sentient being of pure evil, shown by how moments after the symbiote was born it wreaked havoc in Prison during its escape. Carnage also has a deep hatred for its father, Venom, wanting to kill him so that he could be the only symbiote on the planet and thus unstoppable.
Toxin is a fictional anti-hero from Marvel Comics. He is notable for being the first symbiote to be an ally of Spider-Man, with Patrick Mulligan as it's first host, followed by Eddie Brock, and teenager Bren Waters.
To avoid a villain repeat, it's possible Venom 3 will position Toxin as the more heroic figure that he often is in Marvel Comics, and the two will team up against a different, hopefully visually distinct threat. Regardless, with Venom 3 set for release on November 8, 2024, more information should be on the way soon.
The hierarchy of symbiote colors is now established, with red symbiotes being naturally stronger than black ones. The white Anti-Venom is considered one of the strongest symbiotes, further solidifying the hierarchy and establishing its position at the top.
In the movie, Riot was not a child of Venom but was an alien that arrived on Earth at the same time as Venom. Furthermore, Riot was more equipped for battle and proved to be stronger than Venom every step of the way.
