The reality is likely a much less exciting example of a standard contract dispute. The film is still streaming on Disney+ in other countries, and is simply unavailable in America, making it more likely that it was pulled due to a dispute over the American streaming rights to the film.
According to whatsondisneyplus.com, the film's current absence on Disney+ has to do with previous contracts from back in the 20th Century Fox days. Anastasia and other previous Fox movies were set to air on other venues before the company's acquisition from Disney, and these contracts still have to be upheld.
