District 12, in the Appalachian Mountains, is the poorest of the districts, and Katniss lives with her mother and sister in the poorest part of town, known as the Seam. Katniss's father, a coal miner, was killed in a mine explosion when Katniss was 11.
Peeta: "Nobody needs me." Katniss: "I do." Peeta grabs her face and gives her by far the most passionate kiss of the franchise, until Johanna interrupts.
Katniss's focus on survival and her family's safety prevented her from fully considering romance, but her feelings for Peeta and Gale diverged in the end. Katniss ultimately chose Peeta because he understood her trauma and she didn't want to lose him, proving her love for him.
Ever since their first meeting in the elevator, Johanna Mason has had her eye on Peeta. Even though she came off as cold and distant, she was never afraid to show her admiration for Peeta. Given that she is willing to make the ultimate sacrifice to protect Peeta, it's safe to assume that the Morphling was committed to the rebel cause. Like the other victors, she knows the power that Katniss has as a lightning rod for the rebellion, and she knows that Katniss will not help without Peeta.
Presently, those aspects of her life form her identity. She decides she doesn't ever want to have kids because even though she would be a victor, her children wouldn't be exempt from the reapings.

Before the Capitol battle, Gale had explained to Katniss his series of bombs designed to feed off human compassion: a small bomb would go off, and then when medical aid rushed in, a second bomb would go off, killing those people as well. Incidentally, it's this exact type of bomb that took Prim's life.
Katniss made the choice to build her future with Peeta. If she didn't love him, she wouldn't have made that choice. Katniss made her whole world about getting the people she cared about to the next day, her choice to survive with Peeta proves her love for him.
Interestingly, Katniss is taller than Peeta only in the film versions of The Hunger Games novels—so it's not that the film is simply staying faithful to the source material. In fact, the books contain subtle text clues that Peeta is the taller of the two.
Katniss here's this and understands that even though she may not love Peeta (then) that it's one less person who has to die. (At least that's what I have always thought.) Katniss realizes that if she pretends to be in love with Peeta people will want the capitol to let them survive.
Katniss' admission that she loves Peeta in the epilogue is therefore likely to be true. It is a moment of peace in which she can proclaim how she truly feels.
