Because his body was a vessel to Sauron, he wanted to bind Celebrimbor in his body so Sauron could have form once again. The Black Hand did the ritual (cut throat) on himself to "stole" Celebrimbor from Talion.

Another possible reason for Celebrimbor to be sommoned is that he was the only one powerful enough to be Sauron's equal, since he also used the One Ring. Sauron would then want Celebrimbor to either side with him or be destroyed.
“Annatar” apparently hinted that he was an emissary of the Valar, sent to assist the Elves of Middle-earth. He also called himself Aulendil, friend of Aulë, the great Vala of Craft that the Noldor as well held in high esteem. But Sauron, behind this pleasant disguise, was not a true friend to Celebrimbor.
It is at this point Celebrimbor becomes a Wraith, destined to be so until such a time when he can once again battle Sauron. Like Sauron himself, Celebrimbor has his fate bound to that of the Ring.

Was Celebrimbor evil?
Celebrimbor's been evil since he tried to take power from Sauron. Talion's just catching up with his new buddy. (There's a thing in LotR where trying to become extremely powerful=evil, especially if you're using evil tools to do so. That's what Saruman's entire plot chain is about.

In a final battle, Celebrimbor used the Ring's power to defeat Sauron. However the Ring wanted to return to the Dark Lord, and so it slipped off of Celebrimbor's finger and onto Sauron's, breaking Celebrimbor's control over his Orc army.

Actually Sauron was a originally a very gifted craftsman of Aule, and step-brother to Saruman. However Morgoth later corrupted him with promises of power, teaching him of evil magic to dominate and rule over others; ultimately making him his lieutenant.
