He's letting them rescue Peeta. Because the Capitol has hijacked him: They've altered Peeta's memory and conditioned him to fear—and try to kill—Katniss. Snow knows that the thing Katniss loves most, Peeta, can destroy her, mentally and emotionally if not literally, if he never gets better.
Mockingjay. After the Quarter Quell, Katniss escapes to District 13 with other survivors and rebels, but Snow has captured Peeta and two other tributes. He tortures and interrogates them, enacting his plan to use Peeta to manipulate Katniss. He forces Peeta to watch while his fellow tributes are tortured and murdered.
However, when the stakes are as high as they are in The Ballad of Songbirds and Snakes, it makes sense why this character would ultimately become the series' main villain. At an unknown point in time years before the 74th Hunger Games, she was personally fired by Snow, the stated reason being due to her being too surgically enhanced.
However, she was banned from the profession because she received too many surgeries—now, her face looks like a tiger's. Tigris helps Katniss and the other rebels by giving them food and shelter, telling them where President Coriolanus Snow lives, and supplying them with warm clothing.
Years later, Katniss will recognize Tigris in Mockingjay – Part 2 (now played by Eugenie Bondurant) as a longtime stylist for the Games. Snow and Tigris have long since fallen out, it seems—we catch glimpses of her disappointment in his ruthless path to power in Songbirds and Snakes.
Gale does not marry anyone in The Hunger Games. He and Katniss talk about running away together and starting a new life in the wilderness, but they never officially marry.
Before the Capitol battle, Gale had explained to Katniss his series of bombs designed to feed off human compassion: a small bomb would go off, and then when medical aid rushed in, a second bomb would go off, killing those people as well. Incidentally, it's this exact type of bomb that took Prim's life.

Snow was 18 during the 10th Hunger Games, making him 8 when the first Hunger Games took place. This means that during the 74th Hunger Games, he was indeed 82 (74+8). So he died at 83 in "The Mockingjay," since that was during the 75th Hunger Games...
As she approaches him, Peeta wraps his hands around her neck and throws Katniss around the room. He begins to strangle her, nearly killing her. He is wild, unable to be stopped, at least until Boggs knocks him out with a metal tray.
we know he was injected with the tracker jacker serum and conditioned to fear katniss. under the influence of the serum, he was shown footage of her and probably the bombings in district 12 too, so he'd associate her with all these horrible things and believe she's the cause of them.

She was only 13 years old when she was killed in The Hunger Games: Mockingjay, and her youth only makes the tragedy that much harder for Katniss to bear after everything else she had suffered. Prim's death is a truly heartbreaking moment.
The woods are now ruined. Katniss decides that the Capitol views her and Gale's weekly hunting trips — and the one time that Gale unexpectedly kissed her, which Snow knows about — as flaunting her defiance in front of the entire district.
After Prim's death, Gale leaves voluntarily because neither of them can avoid the matter of Prim's death having been caused by Gale's invention, with Katniss letting him go without a word. Katniss subsequently grows back together with Peeta, whom she finds she loves again now that he is recovered from his hijacking.
Over the years, Tigris began undergoing surgical enhancements that made her look more tiger-like. From flattening her nose to having whiskers implemented onto her face, Tigris began looking like a feline creature, combined with her tiger-centric tattoos on her body.
Then, we actually meet Tigris in The Hunger Games: Mockingjay - Part 2, where she joins Plutarch Heavensbee's plot to overthrow Coriolanus and the Capitol. She helps hide Katniss, Peeta, and the rest of the rebels under her shop when they enter the Capitol to assassinate Coriolanus.
