The group eventually outruns the fog except for Mags, who sacrifices herself so that Finnick can help Katniss save Peeta. They trip and tumble down a hill but eventually stop, and Katniss watches the fog approaching. It stops just before it can get to her because it is being contained by some type of force field.
Eventually, Katniss, Peeta, and Finnick make it to the beach. They use the salt water to release the fog's toxins from their body, and rest some more before they realize they are now surrounded by monkeys.
It is mentioned to look like an "after-rain fog" that then grows and becomes thick and acrid. It kills muscles, makes its victims twitch, and kills them. The fog is made by the Gamemakers of the third Quarter Quell.
Realizing that they would be killed by the fog if they could not move faster, Mags kissed Finnick and courageously sacrificed herself by walking straight into the fog so Finnick, Katniss, and Peeta could live.
Gale is whipped for poaching. Citizens of District Twelve are not supposed to enter the forest. Normally, the Peacekeepers ignore poaching because they buy the best game from the poachers. However, Gale has become a target for retribution because he is a known friend of Katniss.
Why did Katniss not shoot Gale when he was captured?

In Mockingjay, Katniss defied Gale's wishes when he was captured because she didn't want to see him dead. It seems like a nice thing for her to do, especially since Gale is soon able to escape out of the Peacekeepers' grasp because of the rebellion's "distraction".
President Snow appears to drink a glass of champagne, but he spits out a bright red liquid. Later in the series, it is revealed that Snow has bleeding sores on the inside of his mouth, a result of drinking poison in order to trick his enemies into doing the same.
Chia Mags kisses Finnick on the mouth to briefly let him know that this is the last time she will see him. It's her way of saying "Goodbye" but in a more affectionate way.
Given that she is willing to make the ultimate sacrifice to protect Peeta, it's safe to assume that the Morphling was committed to the rebel cause. Like the other victors, she knows the power that Katniss has as a lightning rod for the rebellion, and she knows that Katniss will not help without Peeta.
While the Hunger Games film never talked about it, the Catching Fire novel explained why she could only communicate through hand gestures. Katniss briefly mentioned that a previous stroke could have caused Mags' garbled speech. However, post-traumatic stress disorder could have also caused her speech incapacity.
Both Morphlings die during the Hunger Games in Catching Fire, after the female tribute from District 6 protects Peeta from the monkey mutations that attack the tribute. She dies in Peeta's arms while looking at the sunset.
Ten years later, he was reaped into the Third Quarter Quell, of which he was one of the survivors. Finnick participated in the Second Rebellion but was killed by lizard mutts during a mission to infiltrate the Capitol.
The silent Mags in The Hunger Games was near the end of her life and knew neither she nor Annie would make it out of the 75th Hunger Games alive, so wanted to give Annie and Finnick a chance at a life together.
Plutarch had been working undercover for years trying to overthrow the Capitol, and Beetee's idea to shoot the wire through the force field was always the plan.
Why was everyone protecting Katniss in Catching Fire?
The plan is to break the victors out of the game and start the rebellion. They need Katniss because of her power and influence, but they know she won't join if Peeta dies, so they work to protect them both during the Quarter Quell.
In the 74th Hunger Games, Clove was the only Career tribute who came close to killing Katniss twice — at the Bloodbath and at the Feast, and certainly seemed to have a deep hatred for her, perhaps because Katniss received a higher score than her.
The following year after Lucy Gray Baird's victory, another female tribute emerged as the Hunger Games winner. Mags Flanagan became the first victor from District 4, living off of nuts and her survival skills by creating fishhooks. She was also the first victor to move to Victor's Village before serving as a mentor.
Peeta: "Nobody needs me." Katniss: "I do." Peeta grabs her face and gives her by far the most passionate kiss of the franchise, until Johanna interrupts.
Johanna won the 71st Hunger Games by pretending to be weak and that made all the other tributes leave her for last. Then she unleashed her full potential and violently killed all the remaining tributes. Johanna, being the only remaining District 7 female victor, was Reaped for the 75th Hunger Games.
It's a horrifying death, though Katniss puts him out of his misery when she sets off an explosion in the sewer to free him of his pain. At the time of Finnick's death, he was either only 24 or 25, making The Hunger Games loss even more devastating.
Annie was a very kind-hearted and forgiving young woman, capturing the heart of fellow victor Finnick Odair, and later voting against President Coin's proposed 76th Hunger Games using Capitol children.
However, he tells Katniss that his admirers pay for his company with secrets, suggesting a depth to his character that perhaps not many people get to see. Finnick's flirting with Katniss is harmless enough; however, their interaction in this chapter foreshadows more to come.
She was also against the games itself, whilst Snow believed the Districts were below him and continued working to implement new aspects of the games. Their relationship was so undesirable that Snow fired Tigris as a stylist personally.
Snow can't stand to see a young woman betray a young man's affection—his view of what happened 65 years ago. And so he takes out his old, festering wound on Katniss.
The ''modern'' view is that Snow's early tuberculosis and associated renal disease led to hypertension, chronic renal failure and stroke. The tuberculosis and renal involvement may have been worsened by vegetarianism and perhaps resulting vitamin D deficiency.
